Section 1. That Section 33 of
Article 16 of the Constitution of
the State of Texas be amended
so as to read as follows:
' The accounting officers of this
State shall ueither d raw nor pay
a warrant upon the Treasury in
favor of any person, for salary
or compensations* agent, officer
or appointee, who holds at the
same lime any other office or
position of henor, trust or profit,
under this State or toe United
States: except as prescribed in
this Oonsti'ution. Provided,
that this ret.tric.ion as to the
drawing and paying of warrents
upon ths Treasury shall not ap
ply to tfie officers of the National
Guard of Texas. the National
Guard Reserve, the Officers Re
