PRECIPITATION
A few weeks ago, I pointed out that February is
typically the month with the highest snowfall.
D/FW Airport averages 1.7 inches of snow in
February. But that is primarily because of two
record events. In February 1978 we received
13.5 inches of snow. And 7.5 inches of that
occurred on Feb. 17, a daily snowfall record
that stood for more than 30 years. But five
years ago this week, on Feb. 11-12, 2010,
D/FW received an all-time record of 12.5
inches in just 24 hours. That record will last for
a long time.

DO PEDESTRIANS ALWAYS HAVE RIGHT OF WAY?
Report: Intoxicated man
found passed out on car
A woman walked outside
Friday night to find her car had
been ransacked and covered in
vomit, with a man passed out on
the vehicle.
Police were dispatched to a
car burglary in progress in the
900 block of Kilkenny Court
shortly before U p.m. Friday, ac-
cording to reports.
The 31-year-old woman told
police she thought that her call
to 911 led the man to begin to
wake up and stumble away.
An oflicer located the 32-
year-old suspect in a closet in-
side a building that was under
construction and unsecured, re-
ports state.
After the victim identified
the suspect, he was placed under
arrest on charges of public intox-
ication and criminal mischief,
police said.
The man reportedly became
agitated when he was under ar-
rest. At the jail, he was placed in
solitary confinement for his
safety as well as the safety of oth-
er inmates.
auto business sometime Thurs-
day night or Friday morning.
Police said two keys were re-
ported broken off inside the
doorknob lock and the deadbolt
on the front door to his business.
The owner said his surveil-
lance system shows the front
door and should show the at-
tempted burglary.
At a crosswalk, they generally do. Both drivers and pedes-
trians should be aware that crosswalks are marked in some
roadways, including at intersections. But not all. Crosswalks
may be present at an intersection even without paint on the
pavement.
Texas law also allows pedestrians to cross a roadway at
points other than a crosswalk after yielding to vehicles, with
one exception. If there are traffic signals operating at ad-
jacent intersections, then the pedestrian must use the cross-
walk at the intersection.
State law doesn’t allow pedestrians to walk in the road-
way if there is an adjacent, accessible sidewalk. Where there
is no sidewalk, Denton requires drivers to change lanes or
provide at least 3 feet of distance (6 feet if driving a truck)
when passing a pedestrian, cyclist or other “vulnerable user”
on the street.
