The Permian Basin Regional
Planning Commission board of
directors will consider a resolu-
tion accepting the approval of the
Regional Development Review
Committee on the City of
Seminole’s application to apply
for funds from the Department of
Housing and Urban Development
during a meeting Wednesday at
1:30 p.m. in the conference room
of the West Texas Education
Agency building located at the Air
Terminal. ......
The city has submitted an
application to the Department of
Housing and Urban Development
for Urban Development Action
Grant funds.
Federal funding being request-
ed is $554,000 and this will be
matched with private funds
totaling $3,466,350 for a project
cost of $4,020,350.
The city has recognized the
need to expand its economic base
and has determined that the most
logical area in which to expand is
in the agricultural sector since
there is a ready availability to
labor—and—taw.—materials_for_
secured by Cotton Pool provided
that a 90 per cent FmHA loan
guarantee can be obtained.
UDAG funds will only be used
for land, street and site
improvements, construction of
the building and parking facili-
ties, installation of an eight-inch
water extension line and equip-
ment purchases. In addition,
some $15,000 in UDAG funds will
be used for administration of the
project by the city and $15,000 will
be used for application planning
and preparation. The city will use
the repaid interest and principal
to finance additional related
economic development activities.
The overall economic impact
will be beneficial to Gaines
County as well as the City of
Seminole. The warehouse-com-
press will pay taxes to the school
and hospital districts as well as
the county.
At least 40 jobs Will be added to
the local economy and it is
expected that bank deposits and
retail sales will increase as a
result of this business activity.
agricultural related activities.
• This strategy calls for the city to
establish a cooperative working
relationship with cotton producers
on the South Plains. Cotton Pool,
Inc. serves primarily as a
marketing agent for cotton
farmers and receives dues of $25
per year from each member and a
$1 per bale marketing fee.
Cotton Pool has developed plans
to construct and operate a
compress-warehouse facility in
Seminole. The proposed ware
house would have a 50,000 bale
capacity plus additional storage
space for cotton in the compress
building itself.
The site for the compress-
warehouse is a 97 acre tract
located just outside the eastern
city limits of Seminole which is
currently owned by the city and
would be offered for sale.
The $524,000 in UDAGunds will
be provided to Cotton Pool, Inc. by
the city at 3 per cent interest on a
20-year loan with the city holding
a second mortgage on the Cotton
Pool facilities.
