(AP)-The lorn of South Viet
Nam to the Communists would
be « clear success for Commu-
nist China that would endanger
a vast area of Asia in which 24
miMon people Bye, US. Ambas-
sador Henry Cabot Lodge said
today.
In prepared answers to ques-
tions put to the ambassador by
Wes Gallagher, general man-
ager of The Associated Press,
Lodge made these other points:
1. Lodge believes South Viet
Nam’s war against the Viet
Cong can be won by applying
current plans, provided exter-
nal hostile influences stay with-
in bounds.” "
2. The general withdrawal of
U.S. troops from South Viet
Nam at this thus would be
“disastrous.”
3. Neutraliation of South Viet
Nam as proposed by France
and Communist . bloc nations
would be “the complete equiva-
lent of Communist victory.”
Gallagher submitted his ques-
tions to Lodge during a visit to
Saigon earlier this week. The
AP general manager is now in
the Philippines.

the United States?
Lodge: "Communist China
wants to turn Viet Nam into a
satellite. The war in South Viet
Nam is advertised by themas

both the world’s greatest im-
perialist power and also a paper
tiger whidi is unsble or unwill-
ing to use its own power.”
“Then, South Viet Nam is the

ed on tha northeast and east by
Formosa and the Philippines,
on the south by Indonesia, and
an ths ewst by Burma. Commu-

Q. The war throughout South
Viet Nam seems to be in a
stalemate with little relative
gain by either side. What
changes can be expected to end
this lowrkey period of conflict?
Lodge: “I believe that per-
sistent execution of the existing
civil-political and military plans
will bring victory—provided the
hostile external influences stay
within bounds. Under (South
Vietnamese premier) Gen.
Khanh, a new and much strong-
er situation is being created
which means that in the army
bravery is being rewarded.
The army can clear any
area in the ooqntry that it
wants, but it has not been able
to hold what it has cleared.
“In addition, therefore, the
al of the United States at this
time would be disastrous. We

“The cost to us in dollars per
year is less than it costa to
build one airplane carrier. For
that once the army has cleared

Miskell proposes to prohibit the
use of such advertising as “low.
est rates” or “easy payments”
by Texas lenders.
