New cold vaccine
' ♦
breakthrough seen
LONDON (AP) - The British
Medical Research Council re-
ported today a vaccine against
the common cold is now a pos-
sibility following a scientific
breakthrough.
The council said it is collaborat-
ing with three commercial drug
manufacturers who are working
on a vaccine.
Scientists working at the Com-
mon Cold Research Laboratory at
Salisbury discovered that with
modification of the technique of
tissue culture, viruses of the
common cold could be grown con-
sistently.
But the council cautioned that
if many types of cold virus exist,
prospects of developing a reliable
single vaccine are not so bright.

ZAPATA, Tex. (AP)-The Zapa-
ta County grand jury today con-
tinued its probe of the dosing of
the county’s only bank after hear-
ing its president testify he “juet
closed the doors and left town be-
cause the bank ran out of mon-
ey.”
“I am the only one responsible
for the operation of the bank and
I mad* the decisions,” grey-
haired Manuel i Madina told a
packed court room of depositors
at a receivership hearing before
Judge James Kazen of Laredo.
He told George Byfield, court
appointed receiver, that deposits
at the privately-owned bank fell
off some 8200.000 the past few
months.
"The people just withdrew their
money,” he said.
The bank, one of the few pri-
vately-owned in the nation, closed
its doors last Tuesday.
Medina was found at a motel in
Nuevo Laredo by a Laredo Times
reporter and appeared voluntari-
ly at Monday’s hearing.
Medina, dressed in a grey suit,
red tie and a western hat, an-
swered questions in a loud, clear
voice but appeared nervous at
times and frequently chewed on
his horn-rimmed glasses.
He said deposits amounted to
3000,000 to $700,000.
He refused to answer when
Medina invoked the Fifth
Amendment on at least three oc-
casions in dealing with questions
from Byfield in connection with
the condition of the bank.
He refused to answer when
asked if he thought the bank was
insolvent. He acknowledged over-
drafts amounting tq approximate-
ly $275,000, given by Medina and
members of his family, but he re-
fused to comment further on
them.
Medina said he had no appre-
ciable cash and testified that the
only property owned by the bank
was that on which the institution
was located and some nearby
property which he estimated to be
worth 350,000.
The president was on the stand
an hour and 20 minutes. His at-
torney, Gerald Weatherly of La-
redo, raid Madina would appear
again if ordered by the court.
Weatherly said he would also ap-
pear voluntarily before the grand
jury.
“We have nothing to hide,”
Weatherly told newsmen. “Mr.
Medina will cooperate fully with
the receivers.”
Meanwhile, residents of the
county waited and hoped as By-
field and his staff examined the
bank records.
Earlier, Byfield told newsmen
he found only $7,000 in cash in
the preliminary check. Later he
said it appeared depositors might
recover more than at first be-
lieved.
"I see possibilities of a substan-
tial recovery for depositors al-
though it is going to take lots of
time and effort to liquidate the
bank's assets,” he said.

Summer class to
sponsor car-wash
The summer school senior class
will sponsor a car wash and lub-
rication at the Harry Williams
Phillips 04 Station Wednesday from
11:30 p.m. to 6:30 p.m.
Price will be the regular $3 50
for wash and lubrication and pro-
ceeds will help finance the senior
banquet for the summer school
graduates.
SCORCHY SMITH
this way: “A regular chartered
bank has audits periodically but
in this case we had to start from
scratch.”
Meanwhile, citizens began tight-
ening their belts as ready cash
became scarce and county offi-
cials began trying to figure out
ways to meet payrolls.
Officials went to Laredj seek-
ing money to finance the bank.
“I am confident we will get the
money to operate the county,”
county attorney Joe Caldwell said.
Doug Hensley of Harlingen, fis-
cal agent hired by the county,
said the county would probably
issue time warrants.
