Community Center. Those in
attendance for the meeting in-
cluded the following: Brent

absent, Carroll Abbey, thereby
constituting a quorum of the
Comanche City Council. City
staff was also present.

CALL TO ORDER -
Mayor Hagood called the
meeting to order.
INVOCATION - The in-
vocation was given by Bill
Flannery.

Minutes from the two meet-
ings were presented to the
Council. Following the presen-
tation Robert Cobb made a
motion to adopt the minutes as
presented. Lance Wilkerson
seconded the motion. All vot-
ing aye, the motion carried.

was scheduled for tonight's
meeting.
PUBLIC HEARING
L A public hearing is
scheduled regarding an ap-
plication with USDA - Ru-
ral Development for acqui-
sition of a vehicle for K-9
personnel in the City’s Po-
lice Department. Mayor
Hagood opened the Public
Hearing at 8:02 p.m. City Sec-
retary Flannery addressed the
council and audience regarding
the USDA - Rural Develop-
ment grant and the need for
securing a vehicle for the K-9
Police Department personnel.
Then the Mayor of Comanche
Brent Hagood opened the
meeting to the public. Mayor
Hagood asked for comments
from the audience. There were
none coming. Mayor Hagood
closed the Public Hearing at
8:05 p.m.
2. A public hearing is
scheduled regarding an ap-
plication with the Texas De-
partment of Transportation
for renovation of the Rail-
road Depot in the City of
Comanche. Mayor Hagood
opened the public hearing at
8:07 p.m. He asked for com-
ments form the audience.

development, construction, fi-
nancing, maintenance, manage-
ment and implementation. Mrs.
Wilkerson reported that
$40,000.00 has been pledged
locally to date. It was noted that
many citizens have commented
positive about the project.
Many letters of support have
been received. Mayor Hagood
closed the public hearing at 8:14
p.m.

RESOLUTIONS

2006: A Resolution autho-
rizing the City Council’s ap-
proval of the Investment
Policy for the City of Co-
manche. City Secretary
Flannery addressed the Coun-
cil about the said Resolution.
The Policy stresses safety of
the City's investment plans plus
yield and liquidity. Mr. Flannery
stressed that few changes were
made in the City's accounts
from the same time last year.
Robert Cobb made a motion to
approve Resolution No. R6-
2006 as presented. Lance
Wilkerson seconded the mo-
tion. All voting aye, the motion
carried.

NEW BUSINESS
L Randy Randolph to
address the City Council re-
garding zoning for Co-
manche and/or a Community
Development Block Grant
application. Mr. Randy
Randolph and Kurt Haile came
to speak to the Council about a
zoning ordinance for Co-
manche. Mr. Randolph had
three options for the Council
that involved zoning, land use,
housing, etc. Costs and time
lines were presented to the
Council and audience. Mr.
Randolph showed plans from
Eastland and Tye, Texas and
different zones in each town.
He took questions from the
Council concerning the differ-
ent zoning areas. The Council
thanked Mr. Randolph for his

refuse collection bid by the
Comanche City Council for
another term. City Secretary
Flannery addressed this bid
pricing that were turned in by
the two competing firms, Com-
munity Sanitation and Allied
Waste/BFI. A handout from the
City Staff was distributed re-
lating the prices from the two
firms that were submitted. It
was the opinion of City Staff
that the bid be awarded to Al-
lied Waste/BFI due to their hid
being the lowest bid submitted
to the City. Following the pre-
sentation a motion was made
by Robert Cobb that Allied
Waste/BFI be awarded the
refuse bid by the City of Co-
manche based on the lowest
price.. James Nejms seconded
the motion. All voting aye, the
motion carried.
3. Council approval in

Chamber of Commerce fin
