Ion iifiriivornment to vote which in 1
thlscountrv is extended alike to free-
holder ami" non-freeholder. Wo claim
tho former has this right and that the
latter has not for overy relative right
or privilege Is bused upon smoothing
that has secured tho privilege The
freeholder is n .shareholder In the gov-
ernment has his propci ty taxed that
it may be protected and from this be
draws his dividends. Hut what has
tcciircd tho privilege to tho penniless
man? His life you say? .V
foreigner's life is safe in this
tato and yet ho cannot vote.
Does not too much liberty become the
foulest despotism wIkho chains are
forged in tho passions and prejudices
of tins mob and placed upon our lives
and property while thoy themselves
have no vested rights. Will not utter
republicanism lead to anarchy and
loinniunlsin? I bollovo t hero should
boa property qinllllout Ion to sullrage.
It would not conflict wlib the
"rlghtH" of riiill'iage for thoio Is no
right where none ban been acquired.
Why should not this ptivllego bono
jiilrcd as any other. There is enough
power in every man when applied to
acquire an Interest in f ho government.
No man should bo given a privilcgo
when he has no vested Interests. Wo
should not give him UiIh Interest
when ho has nothing tobiiHjitnn
when ho will not work for it and
when ho hiwit does not appreciate but
clls It for naught. He has nothing
to lose but everything to gain; while
the man who has properly has all to
loose from votes thai are controled by
whisky passion money uerr-oual
friendships and scheming demagog-
lied with no eye to any good that Is to
come to them except what they
get lu money and treats
A man who litis properly will be mure
llalile to cast his voto upon sober and
judicious principles than ouo who is
"loo poor to own a homo. Tho lives and
nhnracters of lliianclal zealots will not
bo Jeopardised noi will the right to
JtCcome citizens be denied them. This
oIiibs ot niou as a general thing have
no llxed opinions upon political ques-
tions of any kind they do not euro
who Is up or who Is down. They do
not appreciate the right to vote nor do
thoy care to exorcise it unless paid to
do so. Asa rule one who has uoeonio
a man. without sotuo material ovl-
donceof having lived cares for no hlng
hut what his body consumes eaoh day.
Hut from the very fact that they are
passive and easily controlled comes
tho danger and also tho necessity of
taking from them a privilege they
may abuse with a reckless disregard
to everything except the satisfaction
it personal dentil's or those of chance.
Hence thoy generally form tho woik-
Ing mateiltil of candidates and thov
(tho candidates) work them up with
oltmrs money whisky ami everything
that will lutluenco them.
Property holders aie generally men
of llxed oplulonsndconsldcrablo self-

come so shameful us tabling disgrace
upon Iho elective system. I cannot see
why a man should have declared to hint
tho dividend of BUJlVage when he has
not paid for a single snare of olM:;on-
ship. I cannot see why this shiftless
nml sterllo class of men should be al-
lowed to corrupt tho ballot-box and
clog tho wheels of stale men who
have noptlnelplcB or sell what thoy
for a dram. We compliment them and
thoy return the compliment by selling
tho iower they have over our property.
i would nither see well-to-do washer-

in lavor of this bill. Let men pay hoiup.
thing for lib) vote If hols a vagrant
let him pay two dollars on his worth-
less head to educate tho children of
tho statu; If ho does not pay lot him
alouo In his worthless glory ot being
too poor to buy ids privilege to voto.
Ho u not a purt of tho state- govern-
ment ho never produces as' niuoh as
Jiu consumes. Jlo Is simply protected

Wo stand together for tho mutualfpro-

larger and still larger till carried into
the mala (18 Inch) cylinder laid with
n fall of only two inches to the 100
feet and thence dumped Into the com-
mon reservoir tho river. To make
tho analogy ntlll more complete there
la a respiratory or breathing apparatus
attached for the escape of that modern
bug-a-boo sewer gas. This consists of
a four inch plpo leading from where
the' sower capillaries begin and the
water works canillaiics terminate and
'extend to tho top of the house. Hut
tno wAir ol sewer gas is prevented
lit a great measure by an ingenious
contrivance which is that thu smallest
sewer pipes are curved and Ho in tho
ground in tho position of an Inverted
inch ho as to always hold a ceitnln
amount or wator and thus act as a valve
and thus prevent the rcgeneiation or
gas ; while tho formation of gas
is rendered almost impossible by the
rapidity with whloh tho illtli is hur-
ried oll'-tho valve being displaced
every time the water Is turned on and
replaced alter each Hushing tlio ve-
locity being two anil six-tenths feet
per second. (Mississippi Valley .Medi-

Philadelphia February U2. The
sensation of the poker-rooms ami sport-

unparalelled luck that 1ms followed
"Dink" Davis through the past month
and enabled him to swop the profes-
sional ami Innoi'ont ones in Gotham to
the extent of over $(U0(K). "Dink" Is
a favorite here having at ono time
been a well known faro dealer and ns
honesty coca lu that seductive game
muked the sqiiarcst man among tho
keepers of such places. "Dink" gath-
ered hhn-clf together a month ago
and one night appeared among the
boys In Barclay sti eel New York with
1700 in his pocket. Davis Is known
all over the country to sporting men
and when he made tho llrst few ralfces
It excited but little comment. The
cash continued to go Daviaward how-
over in a steady stream almost with-
out a single bleak and tho dealers be-
gan to open their eyes. He was catch-
ing them for till they were worth and
soon smaller ones began going under
and stopping business for a while.
Then "Dink" turned his nttenlion to
larger lish which toon fell Into tho
same net. Night after night he won
returned and won again until there
was scarcely a bank in Barclay street
that ho had not broken. When tho
month was up knowing ones said he
had caught on to tho snug sum of $45-
000. Their estimate was too low for
"Dink" quit winner with over $60000
in his pocket. Fifteen thousand of
this lie sent to his father in tho coun-
try. He is said to have salted down
a good share of tho lomiiiuder and to
have left Now York for fresh pastures.
