Although 1965 is an "off-year” as far as state
and national elections is concerned, Baytonians
have an opportunity to do some important voting
of their own.
Because it Is an off-year for choosing people to
run the government on state and national levels, few-
er people paid their poll taxes. It is unfortunate that
some citizens consider state and national elections
more important than local elections. This apparently
is the case, since poll tax payments drop off when
no state or national elections are scheduled.
We would not attempt to minimize the impor-
tance of state and national elections. Certainly
every citizen should vote in them, and by the same
token every citizen should qualify himself to vote in
local elections.
Good government on all levels is desirable in a
democracy, and the only way to maintain it is for
people to vote every time they have an o

ment in the top echelons.
Some people pay their poll tax just to cast one
vote in presidential election years. It is a shame to
use a poll tax for that purpose alone. Our only pro-
