■» The Senate’s new Democratic Whip, Russell B.
Long of Louisiana, is trying to persuade his col-
leagues to modernize that body’s procedure. Long
wants to save time in the voice and pencil method
of calling the roll for votes and quorums by install-
ing an electronic device.
It’s not really new—some state legislatures have
been voting that way for years. Nevertheless, Long is
not getting very far with his effort. *
What Long longs for is a panel of lights on the
dais of the Senate, with vari-colored bulbs beside
each senator’s name. When a vote is ordered, aJJ the
senator would have to do is push the button at his
desk to Indicate how he wants to vote and the gadget
would record it and automatically add up to the total. /
Long claims that “We may fiddle and faddle a / »
lot in the Senate, but the time always comes when we
are ready to vote. Let’s do it by voting machine.’’
On the surface, the idea sounds fine^but what ho
senator will admit is that he sometimes likes to know
how some of his colleagues vote on an issue and then
either vote with or against them.
