The Carter administration has demonstrated a
deplorable tendency to unilaterally discard weapons
systems that could be useful as bargaining chips in arms
negotiations with the Soviets or, failing that, as actual -
deterrents to aggression and war.
The list is well known: Cancellation of the B-l bomber,
an indefinite delay in production of the so-called neutron
bomb, shutdown of the Minuteman III intercontinental
ballistic missile production line, and various delays in the
development program for the MX ICBM.
To that regrettable list, must we now add the Navy’s
long-range sea-launched strategic version of the Toma-
hawk cruise missile?
The implications of a confidential Defense Department
memorandum to Navy Secretary W. Graham Claytor Jr.
suggest just that.
