r?! .irUVl18 1a5t- is t0 the ef-
fectthat Mr. Cleveland and his ad-
ministration show insufficient con-
sideration for working Democrats
throughout the country. The chief
object of the Democratic execration
now seems to bo Mr. Biesell tho
1 osla. aster General. He has re-
fused to romovo Republican post-
masters who have been under in.
dictmeut for orimes and misdemean-
ors lie has refused to remove Re-
publican postmasters who are now
in jail or have been m jail. He
has refused to remove Republican
postmasters who are so offensive
to tho community that they are
paid to servo that the chief patrons
of tho office refuse to call to got
loiters but send servants.
iNTKNSK mi'uiiiiMNs i:ktain-i;i..
Uo has refused to removo Repub.
lican postmastors whose partisan-
ship has been ho offensive and intense
that they have declared from tho
stops of the post offices addressing
crowds of pouple that they would
rather see the country "sunk in tho
depths of holl than to seo the
Democratic party successful." lie
has refused '.o romovc postmasters
who left their offices muI came out
on tho streots aud ahiultud boys
who were cheering for Cleveland
and tho Democratic party. In fact
Bissoll has refused to remove
Republican postmasters who could
bo with propriety accused of violat-
ing all the criminal code from mis
demeanor to felony.
Mr. Bissoll has turned down
senators and ropreaontativos. Uo
has declined to hear their state
ments ni'ide against postmasters at
their own homes who wore oiln-
B've to them and to tho community
in which they livo. All this un
doubtedly has worked considerably
on tno people. Ihis has been con
spicuous not only in tho west and
south but in the eastern and mid
die states. It is particularly con
spiouous in Now York state. There
is a story told and your corres-
pondent is assured that it is true
that Representative Charles D.
llaynes of New York a domoorat
who residos at Kindorhook a small
town of -100 or 500 people sugges-
ted tho appointment of a postmas-
ter at that town some time ago and
also mado a request that a postmas
ter be appointed the name of whom
ho presented at Now Lebanon in
tho s3mo county.
BOTH I!K''UEST.s KKTt -.HI).
Tho change at Kindorhook was
desired by JMr. llaynes he himpelf
living there. The ohango at JNew
fjobanon was desired by Samuel
J. Tilden Jr. a nephew of tho groat
Samuel J. Tilden of Now York and
a member of the New York Demo-
cratic state committee and also a
resident of Now Lebanon. The
postmaster general refusod to ap-
point oithor one but on the contra
ry appointed postmasters for both
places who wore known to himself
without any inlluence in their com.
munities without any Damocratio
backing and both of whom were
chiefly recognizable in thoir local
towns because of tho unknownablo-
ness of their politics. This is but
an instance but it will illustrate
tho conditions existing in New
York.
l.OCAI. ISSUES.
But outside of Bissell and the ad-
ministration there is no doubt that
in New York and in New .forsoy
tho questions that swayed the
voters were to a largo extont looal.
The whole press of New York the
Bar Association of that oity and the
Cleveland Democrats throughout
tho state attacked Maynard the
Democratic candidate for Judge of
the Court of Appeals. .
In Massachusetts Pennsylvania
! nhin there is no doubt that an
artificial scare was invented by tho
manufacturers regarding the incom.
ing Democratic tariff bill. This
had much to do with the resn of
the elections there. The protee
tionists in Massachusetts Pennsyl-
vania aud Unio have been dis-
charging their men partially or
wholly closing their factories and
Jiving it out as a reason that the
SnVertainty caused by the intention
of Ov ad mim ration to reform the
tarill worn i be destructive to maim-
Maturing industries. Tin- ciuod

Of course thero is more or lose
uiplf-asmt oimment unhled in
hero rngarding tho incrratml Re-

1 onnalv3uia. Tho adniini-tration
has been particularly kind to Massa
chuscf.s and Poiuisylvai..i as n
has also been to New York m a cer
tain direction. Now York has two
members of the Cabinet an Atsist-
ant Secretary cf tho Treasury and
other very conspicuous ami influ-
ential politicians exclusive cf tho

i auoi: LOST.
Yesterday's election taking into
accjunt the amouut of pi.ronage
that Massachusetts has received
(which ia equal in amount per-
haps to about -1 to 1 for every
other stato and more than tu to 1
for some of the statot) is bound as
will be scon to suggest its own
comments. It created apathy elso-
whoro. Then again Mr. Cleveland's
treatment of his friends has not
been what might have been ex-
pected. His onornios havo boon
coaxed with offices and p.uK.nago to
model ate their views and to make
thorn abstain from oxtremo actions
in thoir opposition to him; but the
friends who burned then bridges
bohind them who stood by him
manfully all the limo havo beon
cut oil with a shilling or entirely
ignored. Tho theoretic statesman
or student of politics will bo apt to
say that tho patronage of an ad.
ministration or government ought
not to havo any serious effect on the
people when registering their will
at a popular election.
But nevertheless it is true that
it is the American principle that tho
party in power should treat its
friends respectfully and favorably
and mako a very wide distinction in
its treatment of its friends and its
enemies at least.
KEPU11L1CANH STI1 I INr OFFICE.
It is assorted that there aro 50-
000 Republican postmasters yot in
the service of tho government and
of course they aro working for Re-
publican intorosts in olliue. Last
night while the returns were being
bulletined in front of tho office ot
the Washington Post in this city
in the presence of about 3000 peo-
ple nine-tenths of whom wore em-
ployes of tho executive depart-
ments every announcement of a
Republican victory was received
with hilarious applause Tho air
was filled with Republican cheer..
Democrats boliovo that if these Re
publicans wero sent home and Dem-
ocrats put in their places in tho
departments ' not only would the
Democrats at homo havo been more
encouraged but certainly the Re-
publicans hero would not bo in such
high glee.
The sumo thing is observable to
day. As The Republic correspond-
ent went through tho different de-
partments there was a joyous tern-
per ahilariousnoes a "wo-havo-got-you-on-the-run"
air to be noted upon
nine-tenths of tho department em-
ployes. It was sufficient to con-
vince everybody that tho Republi-
cans were still in power iu the
departments. This in itself con.
vinces Democrats and aho Republi
cans it must be said that no ad
ministration can maintain itself
that ignores its followers and tho
men who placed it in powor.
AM. ENTITLED TO RECOGNITION.
The humble follower it is argued
who appeals for the fourth-class
pos-.r.lli 'p i- as much entitled to con
sideration a tho big man who gets
the di.i'iomat'c nost or the r.iiimi
e.u for that matter as tho presi-

The election is say these political
philosophers a big pool in which
tho vote of the man who is elected
president counts no more than tint
of the man who expects to be
fourth olas postmaster and that all
theso votes pooled together with
those of their fellows friends aud
believer.' combino to make one
man president and then ho is ex-
pected to make the other adherent."
of his causo ambassador!. mim.
tors marshals judges collectors
or postmasters as it might 1.
In this reciprocity Mr. Clew land
and his administration are painfully
lacking in belief. Of the more
than .".000 employes in the depart-
ments at Washington less than 1
per cent are Democrats Every
man living in tho states of tho
Union knows who hands him hie
mail and whether ho is a Repub
lican or Democrat who if holding
the fort and whethor Republican
or D?mocritic clerks officiate. It
is well known too to all the peo-
plo whether a Daniocratic or Re-
publican Attorney Marshal or
thoir deputies still operate in tho
courts. It can bo seen at a glance
that the Republicans nearly tvory-
whero have still command. This
in its way explains yesterday's vote.
