"As a people we have not vet lnsrn.
ed to economise. One of the vlrtn
we Americans most need Is thrift. It
is a mere truism to say tbat luxury
and extravagance are not good for a
nation. So far as they effect charac-
ter the loss they cause mar he be.
yond computation. But In the mater
tat sense there Is a loss greater than
is caused by. both extravaeaijce and
luxury pet together. I mean the need
less useless ana excessive loss to our
people from premature death and avoid
able diseases. Wholly apart from the
grief the suffering and the wretched-
ness which thej cause the materlnl
loss each yekr has been calculate!
at nearly twice what tt costs to run
the federal gt 'eminent In addition
to the state and city health officers
and organizations there is urgently
needed a federal bureau of health to
act so far as the national government
properly may to relieve onr people
from this dreadful burden." Roose-YcrfL

Br civic cleanliness Is not meant
civic righteousness or virtue which
has reference to the citizenship ot
city or in its broadest sense to the
dtlzensntn of a whole Nation: but
what is meant is tbe cleanliness of a
city in antithesis to its din. In short
cleanliness Is used and' applied to a
city in the same sense In which the
i'saJmUt uses it and applies It t-i
man when he says: "Cleanliness Is1
next to godliness" m righteousness.
By Ibis use ot Scripture we discover
a contrast between civic righteous-
ness and civic cleanliness. For in-
stance a city as regards Us citizen-
ship may fee tnll ot civic rishtoous-
nws but with respect to its strtwts.
its houses and Us public resorts. It
may be utterly devoid of civic clean-
liness. Now we hold that civic cleanliness
Is nearly as Important as civic rigbt-
uousness. Indeed It Is questionable
whether tie latter can oxlst and
thi-lm ftiwre too former Is wanting
any more than it is possible for a
man to be a saint who streets flits
and rags. At any rate there is such
relationship between the two. that
all of ns would have more faith in
the virtue and integrity of a city
where everything is kept clean
wbolesomtt and sweet than we would
n. one where filth is allowed to accu-
mulate and no care taken to make
bouses and yards and streets look
beautiful and agreeable to the eye.
One of the chief charms in life is
tbe sight ot beautiful and agreeable
things. Ugliness In any of its forms
U unpleasant to contemplate and wo
Instinctively turn away from It Brok-
en fences around one's premises in
unkempt yard a littered sidewalk
upaluted bouses or an unpared mud-
oy street Is Intolerable to the man
or woman who has an eyo for the
beautiful. Toe only explanation of
this Is that things physically ugly
grate upon and cause discord in tbe
soul which Instinctively crsves and
seeks for mora harwouy. God. we
take It intends us all to come into re-
lationship with all forme of beauty
and whatever produces a Jar and
tends to throw us out of that rela-
tionship we may put it down aa some-
thing He did not intend in the ecen-
ouy of His plan toward molding in
Inlo conformity with tbe beautiful.
Prom tbU we gather tbat we alone
are responalble for such distortion
of our nature by permitting and con
tlnuing the existence ot tbe ugly
things of life. Jf our environment U
not what it ought to be to bring
about tbe happiest results such u
tbe existence of dirty streets and aide
walks together with tigly housee and
neglected premises we have nobody
to lilamo but ourselves. God meant
us to live amid beautiful and agree-
able surroundings because through
anil by tn.uns of thorn whether wo
understand mid appreciate the fact 0'
