LIBERTY — Flood waters are again on the rise in Liberty
County, prompting County Judge Dempsie Henley to call for a
federal buyout of the 3,000 homes in 16 subdivisions along the
Trinity River.
A meeting has been set for 10 a.m. Thursday. Representa-
tives of many state and federal offices have been invited to
attend, Henley said.
Henley said he would like to see the area converted to a
recreational area and wildlife refuge — “like it was before.
“It only makes sense if they want to sell out and eliminate
this semi-annual burden to (taxpayers),” Henley said.
He said residents who so wished would be able to stay, “but
they wouldn’t be able to receive any federal insurance or
county maintenance.”
Henley estimated $30 million has been spent over the years
because of flood damage, funds that “would go a long way to
buying out all the folks along the Trinity River.”
Jim Mitchum, Liberty County emergency management
coordinator, said since 1989, residents of Liberty County have
experienced seven major floods. Of those, five were bad
enough to warrant federal disaster declarations.
“I see a pattern since 1989,” Mitchum said. “Off and on,
we’ve been in flood stage since then.”
Mitchum said early Wednesday some roads leading to the
county’s 16 low-lying subdivisions were flooded and the
situation is worsening.
“Most of our roads leading into our riverside subdivisions
are open," Mitchum said. “However, we do anticipate that by
this evening, all roads into low-lying subdivisions will be
covered with flood waters.”
