Polyolefins conference set for this month
TNRCC OKs wastewater
permit for Ship Channel

The ninth International Confer-
ence on Polyolefins, set for the
end of this month at the Wynd-
ham Greenspoint Hotel, will
include a half-day public session
on environmental and regulatory
issues presented by one of Bay-
town’s own and featuring some
top-notch speakers.
Chris Christensen organized
the session that runs from 8:30 to
noon March 1.
The list of speakers includes
Texas Land Commissioner Gary
but only the regulatory and envi-
ronmental session is open to the
public.
Speakers in other portions of
the conference include personnel
from Exxon and Chevron.
The conference is sponsored by
the South Texas Section and
Thermoplastic Materials and
Foam Division of the Society of
Plastics Engineers and is a forum
on the leading-edge technologies
for the design, manufacture and
application of polyolefins in

Foundation, whose topic will be
“How Environmental and Plastic
Industry Interests Work Togeth-

Many papers presented will
address the most recent advances
in their fields. More than 50
international and domestic papers
are scheduled for presentation
addressing issues and concerns of
manufacturers as well as end-
users.
The Wyndham Greenspoint
Hotel is just northeast of the
intersection of Beltway 8 and
Interstate 45, five miles west of
Houston Intercontinental Airport.

“This permit will concen-
trate overflows in a single
strategic location, permitting
controlled releases while
largely eliminating uncon-
trolled releases elsewhere in
the system,” TNRCC Chair-
man John Hail said.
The permit allows an aver-
age of four discharges per
year.
Heavy rainfalls can flood
the Houston sewer system,
causing backups through
manholes and into homes as
well as unauthorized dis-

environmental officials have
approved a wastewater per-
mit for the city of Houston
that aims to reduce sewage
overflows during heavy rain-
falls.
The permit, approved
Thursday by the Texas Natur-
al Resource Conservation
Commission, allows the city
to use the Belmont-Scott Wet
Weather Facility to discharge
wastewater during periods of
unusually heavy rainfall.
The wastewater will be
partially treated at the facili-
ty, then dumped into the
Brays Bayou leading to the

Other speakers will address
recycling; automobiles, plastics
and the environment; new regula-
tions for plastics; and additives
and the environment.
The conference begins Feb. 26
and continues through March 1,

City opens new homeless shelter on Nazro

shelter dedication that the Bay-
town Housing Authority was
named a “high performer hous-
ing authority.” He handed Mar-

The shelter needs many house-
wares, including baby supplies.

For example, families left
stranded within the city limits or
those left homeless because of
domestic violence, disasters or
financial hardship are eligible
for the shelter on a first come,
first served basis.
Baytonians will receive priori-
ty, but people from unincorporat-
ed areas next to Baytown will be
helped if there is available space.
There are four one-bedroom,
three two-bedroom and three
three-bedroom apartments at the
shelter.
Rent would be 30 percent of
adjusted annual income, but the
jobless would not be expected to
pay.
Those living at the shelter can
stay a maximum of 120 days.
Jim Marshall, executive direc-
tor of the Baytown Housing
Authority, said two families
already live at the shelter: one
from Liberty County left home-
less by the October floods and a
Maine family stranded in the city
since the Christmas holidays.
The family came to Baytown
after hearing about employment
opportunities but found that jobs
were no so easy to obtain. Mar-
ment facilities, Hall said.
Baytown Mayor Pete Alfaro,
City Manager Bobby Rountree
and Dan Rodriguez from the
U.S. Department of Housing and
Urban Development (HUD)
were among a small crowd
attending the Monday ribbon-
cutting ceremony to open a
homeless shelter at 805 W.
Nazro.
The 10-unit Emergency
Homeless Shelter will be offi-
cially opened by the city and the
Baytown Housing Authority Feb.

Funeral services for LuCinda
Ann Smith, 18, of Anahuac will
be held at 2 p.m. on Monday, Feb.
6, 1995, at Bright Light Baptist
Church, with the Rev. Lester
Speaghts officiating.
Smith died on Wednesday, Feb.
1, in a Galveston hospital.
She had been a lifelong resident
of Anahuac.
She was a 1994 graduate of
Anahuac High School and was a
member of the National Honor
Society.
She had worked for Jack-in-the-
Box in Baytown for the past year
and a half.
She is survived by her daughter,
Keoda Moore of Anahuac; broth-
ers, Anthonay Lewis of Baytown,
Forrest Kirkwood Jr. of Anahuac;
sisters, Erica Smith of Anahuac,
Satera Lewis of Baytown; mother,
Lena Smith; father, Forrest Kirk-
wood Sr. of Anahuac; aunt, Betty
Smith; uncles, Larry Smith,
Tommy Smith, Roger Smith Sr.,
Melvin Smith Sr., Manval Lee
Smith, Freddie Kirkwood; grand-
