I KINGSVILLE (AP)
I > school starts in this South Texas
• city next week, authorities will
’ have a new and controversial
tool for catching truants: a day-
* time curfew.
* The ordinance, passed by the
; city commission earlier this
, week, is in addition to a night-
: time curfew already in effect.
I 1 The latest measure was
Upraised by area law enforcement
.officials, but criticized by the

I < Under the ordinance, police
• will be able to hand out cita-
tions to school-age youngsters
on city streets between 9 a.m.
I; • and 2:30 p.m. on weekdays.
; The law also penalizes par-
ents who knowingly or “by
insufficient control” allow
minors to violate the daytime

employees who permit minors

“What this is, in effect, is
house arrest,” said ACLU legal
counsel Deborah Gilman of
Houston. “I don’t see any need
for this kind of statute. There
are currently truancy laws on
the books. So the kids are sup-
posed to be in school.
“If they have been su
and they’re out on the street and
they’re not violating any laws,
they have as much right as any-
body to be out on the street.”

Violators face a possible $500
fine, officials said.
City officials said Thursday
the daytime curfew targets
young people who have been
expelled from school, or are
playing hooky and getting into
trouble during school hours.
“We really don’t have the
problems, that other cities are
having right now, but I think
this will go a long way toward
keeping those problems out of
here,” said Kingsville Police
Chief Felipe Garza, who sug-
gested the daytime curfew.
City Commissioner Rene Vil-
larreal said the curfew is
“something that is needed.”
“This will help us control
kids and keep juvenile criminal
mischief down,” he said. “It
will give our police a little more
authority to help these kids.”
But the daytime curfew drew
a quick and disapproving reac-
tion from an attorney with the
