Washington—There’s a big shad-
ow hanging over a heat-heavy
Washington these days. It’s not just a
mirage, either—but it’s the prospect
of deficit financing.
Speaking for mystdf, I am becoming
increasingly concerned over the pros-
pects of deficit financing. It’s a
concern caused by the cut in federal
taxes last year. It’s a concern bol-
stered by increased expenditures this
year. It’s a concern shared by scor-
es of men on Capitol Hill.
The Senate has a resolution asking
President Truman to cut appropria-
tions they have voted from five to
ten per cent. The resolution asks
the President to take the wholesale
slashing upon himself. Evidently
the Senate hasn’t had the couir.ge to
cut its own appropriations, so .that
body is taking the unusual step of
giving up a prerogative rightfully un-
der its jurisdictidp by asking the
President to do it for them.
During the entire session, the House
of Representatives has almost with-
out exception cut the appropriations
in the President’s budget. When
these same appropriations was passed
to the Senate that body in most in-
the economy of those nations. Now,
it’s time to start worrying about our ■
own. Some of our foreign aid ap-
propriations, I believe, should :ectiv« 1
some cuts, but these cuts must be ex-
ercised with care.
Channel Deepening
A favorable report has just been
received from the Corps of Engineeis
recommending that the harbor and
channel at Port Isabel and at Browns-
ville be deepened and that they both
he widened. Legislation has been in-
troduced to authorize this. Ultimate-
ly, this will be of great benefit to
our part of the country, allowing
ships of larger capacity to use these
port facilities. Indirectly it will
benefit the entire district with im-
proved cheap freight transportation
facilities. Some day, I expect these
harbors to develop into some of the
busiest on the coast.
Fenced In
Congress, whose members always
believe they shouldn’t be fenced in, is
fenced in now. Into small quarters
last week went the House and the
Senate. It’s sort of elbow-to-clbow
without too much room for anyone.

requested in his budget.
Many of the proposals for legisla-
tive reform are ideologically good, but
in my opinion, some of them will
have to be denied at the present
where they are not absolutely neces-
sary for the nation’s welfare in order
to stave off deficit financing.
As representatives of the people
we must begin a courageous legisla-
tive program to cut expenditures to
avoid deficit financing and to set
aside a substantial amount for debt
payment. If we don’t do it now
with one of the highest national
incomes in our history, then I don’t
know when we can do it.
We have had some evidences of this
kind of thinking when the House
killed the original Rankin veterans
pension bill (and it was loaded with
political dynamite) by one vote.
Washington Weather
You know what folks say down in
Texas about people who predict the
weather. The same doesn’t go up
here—predictions up here have an un-
canny way of being correct. It’s al-
ways hot in the summertime in
Washington. There are those who
say that this summer will be even
hotter because Congress, with its a-
bundance of hot air, is going to be in
session during the major part of the
summer.
But whether Congress is clabbering
up the weather situation or not—it’s
hot! Excellently air-conditioned of- i
fices are a big help. But, a fellow
can’t spend the night in the office
too—and that’s where the weather
hitch comes in. Every morning for
the last few days, you could spot the
people who spent the night trying to
find a spot where the breeze might
be blowing. It was a frustrating
task. There was no breeze. As the
temperature mounted in t he mid-
afternoon to a sweltering 96 degrees,
non-air-conditioned federal offices let
the employees go home. Knowing
that the hot days would be followed
by airless, humid nights, they dis-
missed workers to keep down the
number of heat prostrations that
would follow because of the weather.
Defense And Unification
Taking a big step toward unifica-
tion of the military services, the
House Armed Services Committee
has tentatively agreed to give the
Secretary of Defense greater au-
thority, with strings attached.
The committee tentatively agreed
to give the Secretary full “direction,
authority, and control” over the Army
Navy and Air Forces. Defense Sec-
retary Johnson, who testified, ob-
jected strongly to a proposed res-
triction requiring him to advise Con-
gress befiore ordering any internal
shake-up of military services. This
safeguard was to avoid any possibil-
ity of a future military dictatorship.
Several amendments making major
changes have been offered, generally
carrying out the recommendations of
the Hoover Commission.
More Economy
In line with balancing the budget
we find that Western European coun-
tries are getting on their feet and
have reached or surpassed pre-war
(levels. I was an exponent of the
Marshal Plan. It did s. great deal of
good in stopping the spread of Com-
munism. We have worried about
benefit of a single on-looker. In the
House business is carried on without
benefit of spectators. It’s expected
to rush adjournment.
Visitors From Home
Had fewer visitors this week than
any week for a long time. Among
them were Jack Butler, formerly from
Mission and now with the Texas at-
torney general’s office; Terry Dale-
hite of Pearsall and Sawnie B. Smith
of Edinburg, with his brother, Char-
les D. Smith of Beaumont. Until
next week—adios.

out during thunderstorms unless it’s
necessary. If there’s any choice of
shelter to get under, the Farm Divi-
sion of the National Safety Council,
suggests choosing the following shel-
ter in the order named: large metal
frame building, lightning protected
building, large unprotected building,
or a small unprotected building.
