wsUM.iifK THE TROUBLE
'. The Dingley bill ornny other
Pleasure will not be likely to
-'.-Taise sufficient revenue unless
:the expense account of the gov
ernment be cut down. While
the proposed tariff measure is
intended lo produce a revenue
much in excess of the present
government expenditure it
will most probably fail of the
.intended result for the simple
reason that many duties impos-
ed by it are so high that they
-Will be prohibitive. Past ex
"perience has taught thisj and
xnany of the great papers of the
country are warning congress
-that the same result will follow
t the enactment of the Dingley
r --bill. Meanwhile the expenses
of the government continue to
.grow and there is no pretense
. upohlhe past or the present
administration of practising
- economy in any department.
The people are beginning to
7ea!ize this but have scarcely
legun to see the facts in their
.most startling aspect The total
expenses of the government in
896 were $150000000 greater
'than in 1886. The Baltimore
Sun points out the "plain truth1'
of the maiter most forcibly in
a table showing the expend!
tures of the government for the
fpast twenty 3'ears. The inter
mediate congresses need not be
quoted the simple statement of
the sums appropriated by the
IPoriy third and the Fifty-fourth
congresses being sufficient to
show the facts. These are as
-follows: Fony third congress
$6537249&1 ; Fifty-fourth con
egress $1043437018. It is diffi
suit to realize that this enor
'fiions sura must be raised from
--5-Jhe pockets of the people yet
-ft is true. And the failure to

here tonight on Tellable author

declared that nothing now re-

and Greece "to iheir fate and
leave them to measure strength.
His majesty is reported to have
added emphatically that if
Turkey now declared war it
would be "exclusively dne to
the provocation by Greece.
Greece would be regarded in
Austrian official circles as the
actual assailant.
London April 15. A special
dispatch from Constantinople
says that in the last encounter
between the Greek irregulars
and the Turkish regular troops
the latter lost 250 killed and
wounded.
The dispatch adds that
Edhem Pasha the Turkish
commander in chief has tele-
graphed to the Turkish author-
ities at Constantinople that
unless he is orderrd to cross
the frontier and taken up a
position' on the plains of Thes-
saly the present position is nn
tenable owing to the contant
aitacks of the Greek insurgents
who bave entered the Turkish
lines by stealth and also in
consequence of the excitement
among the troops especially
the Albanians.
The Turkish Ministers it ie
announced have informed the
sultan that war should be de
clared against greece. The sul
tan who objects to war has
not yi replied to the recom
mendatioii of his ministers.
QUEEN LIL'SREAL MISSION
iShe Wants the Dole Govern-
.ment Overthrown.
New York April 14. A spe-
cial to the New York World
says:
The mission of former Queen
Liliuokalani in Washington is
at last definitely "known. It is
not to secure her restoration to
the throne but to urge Presi
dent McrLinley to exert his in
tluence in snpport of a scheme
to overthrow the Doleregitne
and to prdnr a new electiou of
president. She professes confi
dence that at such .an election
she would be chosen.
Her proposition has bnen laid
r before Mr. McKtnley. The
ground on which she asks him
to intercede for the overthrow
of the Dole government- is than
it was illegally placed in power
through the undue influence!
exercised by Minister Stevens
and the crew of the cruiser
Boston. The presidents only
reply to her communication so
far has been a brief note ac
knowledging its receipt. It is
belieyed that he vill refuse tcr
interfere as she requests.

MAY AUSE TROUBLE.
Pnrpos of Sandtvl5s Visit to
theTTim ted Stales-.
Philadelphia Ps. April i.
A private meeting of Gnoans
and Guban sympathizers .was
held in this city tonight at
which it was decided to take
steps to frustrate what ttie
Gubans claim is the real object
of Major SandovaPs visit to this
city. This is said to be the ar-
rest ofuo less persons than the
members of. the Cuban jnnta in
L conntry ' Jt 1lftg been atat
ed that Major Sandoval came
to Philadelphia to purchase
munitions of war to be shijpped
jn jhe regnlar way to Gen.
Weyler in Cuba. Leading Cub
ans however assert that it is
to gather information that will
culminate in the arrest of Gen
Estrada Palma at New York
and Gn Qiiesada at Washing-
ton. The former is the minis
tr of the so called Gnban
Kepublic and the latter charge
d5 affaires at the capital. It is
stated that Major Sandoval has
been commibsioned by Gen.
Weyler for thi3 express purpose
and is known to have in his
possession documents found on
the?stearaer Lanrada on one of
her recen trips to Cuba show-
ing the part pla3Ted by Generals
Palma and Quesada in her
movements. Should the arrest
of the juuta leaders result and
the issue be made in court as
to the liability of such a body
there will a question of juris
diction that will not only in
volye the interstate commerce
law but also the questions of
belligerency and the comity of
nations.
