tion of the weather btirean.
This chart very frequently mis
represents conditions in the
lower Rio Grande owing doubt
less to the fact that no report is
sent in to the bureau from this
station. Almost invariably this
(part of the state is included
within that portion of the chart
which indicated no rain or less
than half an'incb of precipita-
-
tion regardless of facts. Only
last week the Kews chart in
dicated that during the week
ending Monday April 19 the
rainfall along the lower Bio
Grande- was o to inch whereas
in reality the amount of pre
ripitation in Cameron county
during the stated period amount
ed to nearly two inches and
the r.vnfall in Hidalgo and the
rainfall in Hidalgo and we be
lieve also in Starr county was
considerably over half an inch.
Of course there can be no in
fnticn on the part of the
weather bureau to injttre any
section of the state but by this
continnal misrepresentation of
the amount of rainfall along tl e
lower Hio Grande the interest
of this section must be more or
lessimrt. If the weather bureau
cannot afford to obtain reports
from any particular section of
the state then then chart should
be so marked as to indicate the
fact as otherwise injustice may
result from the misrepresent
a tion rery frequently made by
including snch sections in the
part of the chart regardless of
facte. The people of the lower
Rio Grande shonld protest
f vigorously sgainst this state of
affairs and insist that the weath-
er burean either obtain and pub
lish accurate meteorological re
ports frmjhis section or else
mark tb Texas precipitation
chart so as to show that no re
port is received from this sta
tion.

tigations in Santa Clara Pro
vines have resulted in sensa
tional disclosures and the Cap
tain General promises many
court-martials. Both the civil
and military administrations
were found to be rotten to the
core. The civil government sold
appointment to the highest bid
ders and by systematic black
mail got hundreds of thousands
of dollars from gambling houses
run in defiance of law
While no record was kept of
the taxes extraordinary assess
ments it was learned had been
extracted from local merchants
and property holdeis under
threats of arrest as political
suspects.
Many military commandants
and volunteer chiefs were also
found criminally delinquent
selling stores and openly bart
ering munitions to insurgents.
The Governor was sent here
by Weyler to await court-mar
tial. but he elnded the Havana
authorities and embarked in a
fishing boat for the United
States with his stealings nmount
ing to upward of .$250 000.
General Lnque who succeed
ed General Bernal has resigned
and expects to leave on the next
steamer He is outspoken in
criticism of Weyler' s tactics
and says that Cuba is virtnallj'
lost to Spain through Weyler's
mismanagement
