blowed them off the face of
the earth. I don’t think I
will forget the experience,
they were firing overus. We
could hear the scream of the
shells, even see the flash
from the muzzels, and the
percussion would rock the
boat, then they would ex-
plode on land. We could
see the debris rise in the
air, then fall back—there
were men in that debris . . .
they died there.”
Judge Owens came out
of the Navy in 1945 and
devoted his time to the Boy
Scout Organization, working
out of headquarters. From
this he went to Austin where
he was employed in main
audit department of the
State Comptrollers office.
Later he came to Levelland-
1948—and worked for the
Burson Motor Company, then
for Stewart Pontiac. After
resigning this latter job he
was employed in the Level-
land school system as a
teacher. He taught one
year, then in 1959 was
elected judge of Hockley
County.
“I have worked for the
betterment of the county as
whole,” Mr. Owens told us,
‘‘since 1 have been in office.
When I took office the bond-
ed indebtness of the county
was $355,000, and to day
it has been reduced to $46,
000.”
During his time in office
he has disposed of 1650
criminal cases, and has no
idea how many other cases
have been handled, but
pointed out that during Jan-
uary, February and March of
this year more cases had
been filed than during the
entire first year he was in
office.
‘‘I opposed the raise in
county taxes,” said Judge
Owens. ‘‘I think the county
could hsve been conducted
on the 99c county taxes.
We have a valuation of

forty-three and a half
• million dollars, which now
give the road and bridge
fund of the county $297,000.
which I think was ample.”
Judge Owens explained
it takes some $780,000 to
pay county expenses during
the year, with some $400,
000 coming from taxes and
the balance from officers
fees, car tags, etc.
He also pointed out that
the burden of charity carried
by the county has been at
a low ebb, the greater part
for hospital bills and medi-
cine. ‘‘We have been helped
it great- deal by the coopera-
tion of farmers reporting
cases that do not need
charity and are receiving it.
We do appreciiie this co-
operation very much,” he
sai d.
He also explained time
deposits made by the county
on which interest is paid:

‘‘Most of the taxes are
paid from November to Jan-
uary 1 ,” stated the judge,
‘‘and at that time we have a
surplus of money. Money we
are not going to need for
awhile we place on time
deposit for six months. Of
course, before the end of
the year has been reached,
we have drawn the money
out, but a lot of it has
drawn interest.”
Judge Owens is also
Juvenile judge and handles
juvenile cases in the county,
and he told us:
‘‘There is a very small
fiercentage of the young
people who come to our
attention. The overall
picture shows us the major-
ity of the kids in the county
never get in trouble. As a
scoutmaster I know this to
be true. I suppose if I was
‘not in such close touch wiith
the boys in my work 1 might
be impressed with the .num-
ber of delinquent, but, as is
II realize the ones getting in
troublg are a very small
minority.”
Judge Owens has been
studying law while in office
and will take his state
examination on October
5, 6, 7, at Austin.
