Truett Fields Talks
On South America
At Lions Meeting
Truett Fields of Groom was
guest speaker for the White Deer
Lions last Tuesday night. Mr.
Fields brought a very informative
message on the plight of the com-
mon people in the countries of
South America. He pictured the
situation as one of extreme rich-
es to extreme poverty, with most
of the financial aid from this coun-
try failing to get where it is
needed most.
A business session was held
during the meeting by Boss Lion
Ulrich for the purpose of election
of officers for the coming year.
The following candidates received
a unanimous vote for the 1963-64
year: Horace Williams, president;
Ray Schultz, first vice-president;
Henry Urbanczyk, second vice-
president; Martin Bailey, secreta-
ry-treasurer; John B. O’Keefe,
Tail Twister; Virgil James, Lion
Tamer; Directors for two years,
E. C. Shuman, Shirley White and
R. J. Sailor.
During the directors meeting
following the regular meeting, in-
surance covering the Little League
players was approved and author-
ization was given Lion Virgil
James to purchase athletic equip-
ment for the Little League teams.
Boss Lion Ulrich appointed a com-
mittee to make a study of the
lighting for the tennis courts.

Reform Of Pentagon
Hailed By Speaker
By U.S. Rep. John W. McCormack
Speaker of National House of Representatives
The most remarkable accomplishment of this
Administration has been in the field of defense.
It has provided us with the finest defense in
the world at the lowest possible cost to the
taxpayers.
Today, America has a defense force that in-
cludes a powerful nuclear deterrent as well as
a strong conventional fighting machine.
And yet Secretary McNamara saved more
than $1 billion in the Defense Department last
year without reducing the effectiveness of our John w. McCormack
armed forces and he promises
to save $3 billion a year by 1965.
This is not a hypothetical
figure.
It was presented—and docu-
mented—to the Congress as an
example of how efficient man-
agement practices are giving us
more defense for our dollar.
The money was saved be-
cause Secretary McNamara cut
through Pentagon red tape.
He reorganized the Defense
Department.
He installed a new system of
financial management.
He eliminated weapons sys-
tems that were outdated.
In short, he plugged the leaks
where defense dollars were being
drained away into projects that
no longer contributed to our
combat power.
These are the kind of actions
that has given the Congress—
which is very conscious of how
the taxpayer’s dollar is spent—
the assurance that the Defense
Department is being run as it
should be.
We are especially pleased be-
cause, before this Administra-
tion, we were told that any
changes would hurt our de-
fenses. Well, it hasn’t.
There is something else about
our improved Defense Depart-
ment that we in Congress are
pleased to see.
This is the refreshing candor
with which the President and
Secretary McNamara have set
forth our defense policies to
both the Congress and the pub-
lic.
As far as I am concerned,
these matters have never been
presented to Congress in a bet-
ter way.
As an example, Secretary Mc-
Namara will spend at least 125
hours this year testifying before
Congressional committees, pre-
senting information and answer-
ing questions.
And when he presents his
Defense budget, he does not of-
fer us only a few pages of gen-
eral comments.
He presents us with a de-
tailed statement that runs to
several hundred pages and that
explains exactly where our
money is being spent.
We are told why it i< spent
on some projects and not on
others. We are told the reason-
ing behind every major decision.
Finally, the great bulk of this
statement—all the essentials—is
promptly declassified and made
available to the press and any
private citizen who wants this
information.
It is this willingness to sub-
mit to public scrutiny that
proves, more than any other
single policy of this Administra-
tion, that our defense is sound,
both in respect to men, guns,
missiles, and dollars.
