gme spades. In many of my own hunting experiences, the
best port of the hunt wasn't the killing of a buck, but the spotting
of a fox or a ring-tailed cat. We hunters are committed to
conserving wad animals not only because I is morally right, but
because we wH miss them H they are gone.
Hunters are the unsung heroes of the environmental
movement. The rewards that we receive are often not
recognition or public approval, but experiences that will better us
as persons and stories that win delight ourselves and others for
years to come. Back-to-basics essayist Henry David Thoreau
once wrote. "In the wilderness is the preservation of the world."
It anyone understands this as true, it is the hunter. Hunting may
be the place where the question of how to balance the needs of
man and nature is found. Nature provides the hunter with a
place to learn and be entertained. The hunter gives nature a
fighting chance in a time when chances are hard to come by. As
long as this kind of relationship exists, we may find a way for
mankind and wildlife to co-exist forever.
Blue Cats
Of Winter

starts to spin as you gain line onto your reel. As the fish gets
closer, you see its tail and realize that's not a redfish, but a blue
catfish! Sliding the net under the five pound blue cat, you
wonder should the fish even be there?
This scene is repeated more often that you might think in the
two northern most coves of Sabine Lake, Hickory Cove and Old
River Cove. Unfortunately, this fish is not found in abundance in
these coves but only a couple of months out of the year, usually,
February and March.
The blue catfish migrate downstream (south) in the winter just
like ducks and geese, but the migration is generally confined to
certain areas. There are limits to how much salinity the fish can
stand, which apparently is more than we might think.
Some of my favorite places to fish for blue cats in the winter
months are the lower end of Cow Bayou, Blacks Bayou, East
~ Pass in the deeper holes, The GSU outfall canal, and the
Neches River.
The best luck I had has been with frozen shrimp, cut mullet,
shad, and homemade stink baits.
The cooler months of an Orange County winter are ideal times
to chase blue catfish in any of the areas I've mentioned and
plenty of fishermen are out there bring some home too.
If you really love fishing, there's no reason to park your boat for
good just because cooler weather is approaching. When winter
sets in here on our area waters you can be enjoying some of the
best eatin' fish you'll ever lay your lips on. I'll certainly be out
there after them, and you might be pleasantly surprised too by a
catch of catfish that can range anywhere from a pound on up to
forty pounds, maybe more!

Goose hunting season
opens Saturday

Goose hunting season wlU open November 4 in both the
Western and Eastern Zones.
Brian Sullivan, TPWD waterfowl program leader, said initial
flights of white-fronted geese (speckle-bellies) have arrived and
goose numbers should increase steadily through the coming
weeks.
We've already gotten reports of flocks sighted in Texas,"
Sullivan said. “A lot of geese win migrate to Texas again this
year, and there should be enough young birds to produce good
hunting success," he said.
Typically, white-fronted geese are the first to show up in Texas
and have been migrating into coastal wintering grounds for the
past month.
The first major snow goose migrations are expected to follow
cold fronts during the first two weeks of November. Canada
geese are the last to arrive in good numbers, sometimes not
until December, according to Sullivan.
In the Eastern Zone, the white-fronted goose season has been
extended from the traditional mid-January closing date to
coincide with the closing date for Canada geese January 28.
The light goose season in the Eastern Zone runs from
November 4 to February 18 with a daily bag limit of 10 (snow,
blue and Ross' geese) and from November 4 through January
28 for dark geese, with a daily bag limit of two (white-fronted,
Canada and all other geese except light geese). The season is
closed on Canada geese in Anderson and Henderson Counties.
In the Western Zone, the daily bag limit for dark geese has
increased from three to five birds in the aggregate, to include no
more than four Canada geese and one white-fronted goose.
Game Wardens Stay
On The Move
To say Texas game wardens stay busy is somewhat of an
understatement. For example, they drove enough miles during
the past 12 months to make more than 20 round trips to the
moon, according to Steve Lightfoot with the Texas Parks and
Wildlife Department.
Along that 11 million-mile trek across Texas game wardens
sized:
* 876 thousand feet of illegal trotlines and almost 137
thousand feet of illegal nets.
* Arrested 35,300 people.
* Recovered 370 drowning victims and investigated 387
boating accidents.

to get rid of, and composting.

Fund Approved
for $29 Million
Auslin-The Smart Jobs fund is
a business incentive program de-
signed to increase the competitive-
ness of Texas in the global econ-
omy. This innovative program is
helping Texas businesses train the
work force for the kinds of jobs
that lead to opportunities for ad-
vancement. Because of the pro-
gram’s overwhelming success and
with broad, bi-partisan support
from the Texas legislature, the
funding level for fiscal Year 1996
has greatly increased from $8 mil-
lion in the previous biennium to
more than $29 million. Without
any increase in taxes, the Smart
Jobs legislation provides for one-
tenth of 1 percent of the Unem-
ployment Insurance Trust Fund to
be delivered into the Smart Jobs
Fund after the solvency of the
Trust Fund is established.

create high-skill, high-wage jobs
for Texans,” says Texas Depart-
ment of Commerce’s Growth and
Retention Director Richard Hall.
The Smart Jobs Fund provides
direct grants to employers for cus-
tomized training in emerging oc-
cupations that are in demand, such
as manufacturing. Fifty percent of
Smart Jobs funds arc targeted to
small businesses; 20 percent are
targeted to minority businesses. In
addition, businesses in rural areas
and in Enterprise Zones receive
special priority. Consortiums with
two or more employers applying
together under a common training
plan will also receive priority. The
program is ‘employer driven,’
meaning the employer determines
what training is needed for their
work force, so long as they meet
the requirements set forth by the
Stale Legislature.
All employers that have been in
business for at least one year are
eligible. At least 60 percent of the
funds must go to existing Texas
businesses, and up to 40 percent to
businesses new to the state of
Texas. All businesses must dem-
onstrate financial soundness and
fulfillment of stale tax obligations.
