Thanksgiving Service
Many White Deer resi-
dents, from all denomi-
nations, joined in a com-
munity worship service
and fellowship Sunday
night, to give thanks for
the abundant blessings,
usually taken for granted.
The First United Metho-
dist Church was this year’s
chosen church for the an-
nual gathering, with Rev.
Ivan E. Allen, pastor, wel-
coming the assembly and
making introductions.
Rev. Harold Abney, past-
or of the First Baptist
Church, delivered the
message, which in part
suggested using "Thanks-
living " as a way of life.
Mrs. Ivan Allen led the
Sing Along and directed
the United Methodist Church
choir.
Father Clifton Corcoran,
acting pastor of Sacred
Heart Catholic Church,
the Litany of Thanksgiving
and also gave the Benedic-
tion.
An announcement was
made that Rev. Darrell
Trout, pastor of the As-
sembly of God Church,
who was on the program,
was unable to attend due
to an emergency shortly
before the service.
Father Clifton J. Cor-
coran recently assumed
pastoral duties at Sacred
Heart Catholic Church in
White Deer. He was as-
signed to the local parish
to replace Father Peter B.
Otto who entered the
Chaplaincy of the United
States Air Force.
Born June 23, 1917, in
New York City, Father
Corcoran received his ele-
mentary and secondary ed-
ucation in Boston, Mass.
He graduated from Quincy
High School in 1935 prior
to attending St. Meinard’s
Seminary in Indiana.
Father Corcoran was or-
dained May 28, 1954, in
Sacred Heart Church in
Newton, Mass, and has
served parishes in the Am-
arillo Diocese, including
Amarillo, Dalhart, Groom,
led Muleshoe, Vega, Pep,
Petersburg, and St. Fran-
cis,

29 Units Of Blood
In Latest Drive
During the past twelve
months a total of 118
units (pints) of blood have
been donated to Coffee
Memorial Blood Center in
Amarillo by residents of
White Deer. The local
Lions Club has sponsored
three separate blood drives
to insure the availability
of this precious commodity
for all White Deer citizens.
According to the Blood
Center, approximately 65
units are needed daily for
this area.
In November, 1982, 46
units were collected in
White Deer. When call-
ed upon in May of this
year, 43 persons answered
the call and last Monday
29 responded.

County Appraisal District Directors Chosen
This month, for the
third time since the es-
tablishment of countywide
appraisal districts to con-
solidate property tax ap-
praisal functions in Texas,
new boards of directors
are being selected for each
appraisal district.
These directors, elected
for two-year terms, ap-
point the district’s apprais-
al review board members,
employ the chief apprais-
er, set district policies,
establish its budget and
contract for its major ex-
penditures.
The director selection
process follows procedures
established by the Texas
Property Tax Code. School
boards, city councils, and
county commissioners’
courts are entitled to vote,
and the code also contains
procedures by which an
appraisal district may mod-
ify the selection process.
In October, candidates
for director were nominat-
ed by voting taxing units.
According to Kenneth
Graeber, executive direct-
or of the State Property
Tax Board, the governing
body of each voting tax-
ing unit had to determine
its vote by resolution and
submit it to the county
clerk before November 10.
Each unit is alloted a
number of votes based
proportionally on its 1982
tax levy. The unit may
cast all its votes for one
candidate or may distrib-
ute the votes among any
number of candidates.
The selection process is
conducted by the county
clerk who must count votes,
declare winners and sub-
mit results to all candi-
dates and all taxing units
in the district by Decem-
ber 1.
An appraisal district
board normally consists
of five directors but may
have as many as 13. Cur-
rently serving on the Car-
son County Appraisal Dis-
trict Board of Directors are
Cyril Pingelton, Richard
Nunn, Raymond Blodgett,
Edna Chaney, and Johnpy
Brumley.
The newly elected di-
rectors, Raymond Blodgett,
Edna Chaney, Roman J.
Friemel, James B. Mc-
Cray, and Frank Simms,
will serve two-year terms
starting January 1, 1984.
To be eligible to serve
on the board of directors,
a person must be a resi-
dent of the appraisal dis-
trict and must have resid-
ed in the district for at
least two years immedi-
ately preceding the date
he takes office. No more
than one employee of a
taxing unit may serve on
the board, but this limi-
tation does not apply to
elected officials also chos-
en to serve as directors.

17, 1983, meeting, and
one to approve the min-
utes of the October 24,
1983, meeting. The mo-
tions carried 5-0.

Concern Shown In
’84 Local Elections
With the coming and go-
ing of the holidays, inter-
est and concern calls at-
tention to the new year
City and School elections
for candidates and voters.
In the 1984 City elec-
tion the mayor and two
city aidermen positions
will be up for election.
The two-year terms of
Mayer Virgil James and
Aidermen Raymond Blodg-
ett and Dwight Huffman
will expire.
James was first elected
to the mayoral seat in
1976 and has run unoppos-
ed the three terms since
that time. Huffman is
in his second two-year term
and Blodgett, his first.
Also, to be filled in
the Local Elections will
be Positions 6 and 7 of
the Board of Trustees for
White Deer Independent
School District. Orville
Craig, Jr. and Carl A.
Mynear currently hold
these positions. Craig
was elected to his first
3-year term in 1981. My-
near is in his second term
having been chosen in
1978 and again in 1981.
The governing bodies
normally issue a Call of
Election early in the new
year with filing deadlines
and absentee voting dates
set according to guidelines
established by State and
Federal authority.
