According to some of the Ameri-
can engineers the blame for the trag-
ic situation docs not rest entirely upon
the Soviet officials. They point out
that the refusal of the State Depart-
ment to issue American passports, or
at least American visas, gives the
Soviet authorities reasonable grounds
for refusing to grant exit visas to
three Russian women. Under- the Rus-
sian regulations the women are ex-
pected to- relinquish Soviet citizen-
ship before departing. Being unable
to show proofs of any other citizen-
ship, They are obviously unable to
give up Their Soviet status .
Garaux, from North Canton, Ohio,
has written and telegraphed to Sena-
tor Robert J. Bulkley of Ohio, Urg-
ing an, amendment to the Cable Act
of J 922 to meet the peculiar circum-
stances facing Americans in the So-
viet Union. He asserts that a change
in the formalities which would ena-,
ble an American citizen to apply for
a visa for his .foreign wife in her ab-
sence would help in many cases. At
present the American rules (fall for a
personal application By the wife,
which is impossible for Russian wo-
men who must show an American visa
to get permission to leave

Moscow, May 27.—At least 10
American engineers employed in the
Soviet Union are engaged in a des-
perate and often tragic fight for per-
mission to take their Russian wives
home to the United States as their
contract* here expire.
They find themselves blocked
official objection* on the Soviet
and immigration regulations at
American end. The tragedy is
phasized in several instances by
fact that children have been born, er
are soon exepcted by the Russian-
American couples.
’A number of the American hus-
bands, unable to renew their visas aft-
er their contracts- with the govern-
ment ended, were obliged to depart,
leaving their Soviet families behind
them. From places like Riga' and
Berlin they are continuing the strug-
gle to obtain the release of their Rus-
sian wives.
