attitude should be one of
overcoming temptation, not
one of giving into temp-
tation.

BOLL WEEVIL PROJECT SUGGESTED FOR
MOORE FIELD. The right place to inaugurate a new
assault on the boll weevil may well by the Moore Field
facility in Mission. Moore Field is operated by USDA’s
Animal and Plant Health Inspection Service.
Last October, I had the privilege of heading-up the
official opening ceremonies for this facility whose first
job was to produce sterile fruit flies as part of a nation-
wide effort to control that pest. Now, I believe the
Moore Field facility is the appropriate setting for
another such roject. . .----
In a recent letter to USDA Secretary John Block, I
enthusiastically suggested that since the boll weevil
infestation in this country found its widest open door in
our border area the Moore Field complex was ad-
vantageously situated for a boll weevil project. My
suggestion to the Secretary is that Moore Field is used
for the production of sterile boll weevils in a new
containment program aimed at low level populations
of boll weevils, particularly as they infest new cotton
plants in the early part of the growing season.
The construction and operation of a boll weevil
production facility at Moore Field’s complex would
probably run about $6 million and I look forward to
USDA’s favorable review of my suggestion
WESLACO PEST MANAGEMENT OFFICE
CLEARS FIRST HURDLE.The soil surviving office of
pest control for a four-county area in the Valley was
given a new lease on life by the House when it passed
an agricultural appropriations measure that included
renewed funding for the office. Your Congressman has
been in contact with House Appropriations Committee
Chairman Jamie Whitten, emphasizing the urgency of
continued funding for this pest control office. Per-
severance always bears a reward and we now train our
eyes on the Senate which must take up consideration of
the agricultural appropriations bill as approved by the
House. I am optimistic that the Senate will leave intact
the Weslaco Integrated Pest Management program
and its county extension entomoligist.
The Texas Agricultural Extension Service, through
USDA, operates the county pest management office in
Weslaco. The extension entomologist works on pest
control programs primarily for cotton and citrus -
progrsms that have been highly successful in the
Valley and a point I repeatedly made when calling for
renewed 1984 funding for the Integrated Pest
Management office. I am pleased that prospects for
continuation look good.
USDA Re-THINKING THEIR QUARANTINE
STANCE. As I have been urging restraint and
moderation by all involved in the possible brucellosis
quarantine action against Texas, USDA’s June 15
announcement that they will not contest a judge's
ruling of late May which temporarily forbade USDA
from initiating a planned June 1 quarantine came as
welcomed news.
USDA’s Animal and and Plant Health Inspection
Service has now said it will entertain public comments
on the proposed qusrantine action. Comments will be
received through July 25 before any further agency
moves are contemplated.
This surprising, ease-off gesture follows on my own
suggestions that USDA look more carefully at the
burden which a quarantine would place on herd owners
who diligently maintain the health of their livestock.
The efforts of a majority of Texas cattle ranchers
should not be overlooked in the agency's eagerness to
contsin sn sdmittedly bothersome disease

published its proposed quarantine requirements in the
June 17 Federal Register and writun public connsnti
