Agriculture Must "Sing The Same
Song And Verse"
• As you read this, work is going forward on an Animal
Disease Diagnostic Laboratory at Texas A&M University. This
facility has been needed by Texas for probably 100 yaers
In August of 1966 a small group of Texas agricultural
leaders gathered in Dallas to discuss the need for a diagnostic
lab. All agreed the need was clear. Virtually all the farm and
livestock organizations in Texas joined hands in presenting to
their state representatives and senators a firm request, well do-
cumented by facts. The Texas Farm Bureau shouldered the
main effort. Result? A year later the lab had been authorized
by the legislature; funds were appropriated in 1968: and con-
struction is now under way.
Representative Gus Mutscher of Brenham. Texas — who
seems sure to be the speaker of the Texas House of Represen-
tatives in 1969 — recently gave all agricultural producers good
advice: “There are always over 2,000 bills introduced in a
session of the legislature. All are generally complicated and
somewhat controversial. There is not enough time in 120 days
for any but the most compelling to be passed. Thus if members
of legislature see that different groups in agriculture are wrangl-
ing over a bill, the legislative members just throw up their
hands and forget it. They just don't have time to serve as
conciliators and peace makers."
Representative Mutscher went on to suggest that if agricul-
ture is to be effective legislatively, it must:
1. Set specific legislative goals in terms of specific bills.
2 Rank them by priority.
3. Secure—if at all possible — unanimity among all interest-
ed agricultural groups so that all “sing the same song and verse."
4. Bring bills or goals to attention of legislators well before
a session starts.
5. Be vigilant and helpful all during the session.
6. Get to know legislators ahead of time.
