A brief statement of the nature of
this suit is as follows, to-wit:
Plaintiffs and Defendants each
claim title to 292.986 acres of land
reportedly out of the Carter Survey
No. 28 which is described by metes
and bounds in Plaintiffs' and Cross-
Plaintiffs’ petition and Defendants
and Cross-Plaintiffs claim such
lands under the 3, 5 and 10 and 25
year adverse possession statutes as
shown in the Cross-Plaintiffs'
Second Amended Petition in this suit
as is more fully shown by Plaintiff’s
Petition on file in this suit.
If this citation is not served within
ninety days after the date of its
issuance, it shall be returned un-
served.
The officer executing this writ
shall promptly serve the same
according to requirements of law
and the mandates hereof and make
due return as the law directs.

Release of Funds:
The City of Cotulla will undertake
the project described above with
Community Development Program
funds from the Department of
Community Affairs under Title I of
the Housing and Community
Development Act of 1974, as
amended. Cotulla is certifying of-
ficer of Contractor approved by the
Texas Department of Community
Affaire in his official capacity as
Mayor consent to accept the
jurisdiction of the Federal courts if
an action is brought to enforce
responsibilities in relation to en-
vironmental assessments decision-
making and action; and thatt these
responsibilities have been satisfied.
The legal effect of the certification is
that upon its approval the city of
Cotulla may use the Texas Com-
munity Development Program
funds and Texas Department of
Community Affaire will have
satisfied its responsibilities under
the National Environmental Policy
Act of 1969 and 24 CFR Part 58.

Texas Governor and hie agent the
Texas Department of Community
Affairs for this JTPA PY'86.
The Middle Rio Grande
Development Council may sub.
contract to local organizations for
participant training services when
appropriate, otherwise MRGDC will
administer all services itself. Main
training activities to be conducted
are On-The-Job Training, Classroom
Training and Work Experience.
By Large, economically disad-
vantaged persons below prescribed
poverty guideline* will be the
beneficiaries of these training and
employment services. Also, em-
ployers in the Area will benefit from
having the opportunity to hire
persons trained to meet their needs.
Hispanics, youth and females are
the population segments identified
to receive the majority of services.
No more than 15 percent of all
funds will be expended for ad-
ministration and not less than 86
percent shall be spent on training
and participant support services.
