and public Service commissioners bave
been lawyers, and all of our judges.
We are truly a government of lawyers,
and by thè lawyers, and very largely
for thè lawyers. There should not be
more than one lawyer to each 5,000
population in Texas, and this should
be enforced by a licensing board com-
posed entirely of laymen. This num-
ber is ampie to settle all disputes in a
righteous way, and it will not leave a
surplus to stir up strife and to fili all
thè offices. It will cause many of our
bright young men, who are attracted to
thè law because it is thè recognized
highway to politicai preferment, to
choose farming, mechanics or some
othei* useful occupation. I would sug-
gest, too, that at least one branch of
thè legislature should be entirely free
«f lawyers. There should be a state
attorney, paid by thè State to defend
as well as prosecute criminals, and no
lawyer should be allowed to take a fee,
either to prosecute or defend.—Geo. W.

The fruit crop was badly damaged
in most of thè Panhandle counties, thè
loss ranging from total in thè north-
ern section to half in several tiers of

Grande. In thè peach belt thè loss ap-
pears to bave been slight; and while
thè gardens were badly bitten down
in thè centrai counties and truck dam-
aged severely thè State will probably
market a fruit and truck crop but lit-
tle less than normal.

Dallas, Texas, May 4.—From reports
received within thè past week by thè
Texas Industriai Congress from Bank-
ers, newspaper publishers, commercial
secretaries, and othei* business men in
■one hundred and fifty of thè agricultur-
ial counties of thè State, based upon
interviews with thè best informed far-
mers in their respective localities, it
appears that there are only a few coun-
ties in which thè cotton acreage is not
greater that that of last year.
The great majority of counties are
planting an acreage equal to that of
1914, and some are breaking Out new
land. Owing to the^scarcity and high
price of seed, thè planting is thinner
than usuai, but this may prove of lit-
tle importance in thè stand, thè dif-
ference probably not being equal to
thè number of plants cut out in chop-
ping. If thè season is favorable and
there are no unusually heavy ravages
of insect pests, Texas may expect a
crop of four and one half million bales
or more, as
three million
business will
accordingly.
Much of thè area vacated by winter-
killed wheat has been, or is being util-
ized for corn and thè grain sorghums,
thè report foreshowing thè greatest
acreage of corn in thè history of thè
State, and a large acreage of grain
sorghums. Another hopeful factor is
thè very generai replanting of spring
oats to take thè place of those that
were winter-killed. Few counties will
have thè oat production outlook reduc-
ed through losses of thè winter crop.
The development of thè peanut, as
a staple field crop in Texas is like a
romance. Two years ago thè crop was
almost unknown, and those agencies
that were trying to secure for it thè
consideration they believed it de-
serves, would not have dreamed that
thè 1916 crop, if it were all utilized for
©il production and nothing kept for
seed or feed, would almost equal one-
twelfth of thè normal oil output of thè
cotton seed crop. There will not be
less than 150,000 acres grown in Texas
this year, and probably there will be
half as much more,—especially if thè
continuing drouth in thè Coast coun-
ties causes thè farmers to plant pea-
nuts generally in place of corn. If thè
oil mills and other consumerà, inchid-
ing livestock, handle this year’s pro-
duction so it will be profitable to thè
farmers, all thè mills in thè State may
get ready for thè 1917 crop and pre-
pare for running their mills eventually
thè year round.
The large crop of cotton that is pro-
bable next fall will have been grown
on an even smaller extension of credit
than thè 1915 crop. Bankers report a
very generai and in many cases a
marked decrease in crop Iqans and a
number of them have written to thè
■effeet that thè practice of living at
home is becoming generai. This is
evidenced not only by an extension of

Since 1900 three vessels belonging
to thè government bave been wrecked
in Alaskan waters, involving a loss of
$800,000. Though complete data on
all wrecks are lacking, a compilation
made by thè Alaska Bureau of thè Se-
attle Ghamber of Commerce shows
that, since thè acquisition of Alaska,
402 vessels bave come to grief at sea
or on thè hidden rocks of thè terri-
‘ tory’s tremendous coast line. The
monetary loss in hulls and cargoes
exceeds thirteen million dollars, most
of it incurred since 1900. According to
thè “Pacific Fisherman,” it is positive-
ly known that 449 lives were
nineteen wrecks.
If Congress cannot spare thè
for additional surveys, better
more buoys and lighthouses in Alaskan
waters, thè nation needs a business
manager with autocratic powers— Sun-
set.

Preparedness is dead.
The House of Representatives has
voted to hire 25,000 more paid fighters.
That ends it. “Let George do it.” So
speaketh thè nation which has not yet
learned to translate its will into ef-
fective action.
The “regular” army never has pro-
tected, does not now and never will
protect thè country against serious in-
vasion. It is an expensive police force,
not a fighting machine, an antiquated,
wheezing, costly apparatus overloaded
with politicai wheels inside and out.
Preparedness is a sham and a fraud
unless thè nation dscards thè crutches-
bf thè regular army and thè state mili-
tia and fashions a new staff for its
needs.
We shall have thè Phillipines out on
thè cold door Step soon. When that
measure of national defense is accom-
plished, permanent garrlsons totaling
fifty thousand will suffice for thè Ha-
waiian Islands, thè Canal and Porto
Rico. If we are really in earnest about
preparedness, we will use thè remain-
ing parts of thè regular army to help
put 500,000 young men through a
course of compulsory military train-
ing every year. That will supply thè
indispensable body of trained reserves
without which any preparedness
scheme rs plain fake.
But thè martial ardor of thè military '
organization should be held down. The
power of killing and maiming a mil-
lion men should be taken from thè
hands of one individuai. The Consti-
tution should be amended to prevent
any declaration of war unless author-
ized by thè vote of a majority of all
citizens, except in case of actual inva-
sion. A bill to this éffect has' been in-
troduced by Congress Church of Cali-
fornia. If carried out, this proposai
will draw thè military fangs even of
universal compulsory Service. oVting
takes time and thought; in thè future
no war will be made except in haste
