One of thè most interesting Communi-
cations received was a petition for thè
establishment of evening classes, sign-
ed by sixty- five Lithuanians. In cases
of this kind, thè possibility of pro-
viding evening classes is taken up
with thè locai school authorities. If no
funds are available for this branch of
thè public school activities an adjust-
ment is suggested to thè locai indu-
stries, whereby classes for non-En-
glish-speaking employees may be con-
ducted in thè factories without loss
of wages on thè part of employees.
To supplement thè valuable data
published in thè census and to obtain
recent information as to facilities for
thè education of our vast foreign po-
pulation, a questionnaire, covering a-
mong others matters thè number òf
classes in English and civics for fare-
igners, classification of pupils, and
numers and nationalities of pupils at-
tending, was sent to all city superin-
tendents of schools throughout thè
country. The returns to this question-
nair prove thè inadequate facilities
provided to meet thè needs of fore-
igners, and thè chaotic condition of
immigrant education.
An arrangment was made with thè
United States Bureau of Immigration
in thè Department of Labor, whereby
thè names, addresses, and ages of
alien children, arriving at our ports
of entry, are sent to thè various school
superintendents in communities to
which such children are destined. The
information furnished is taken from
thè ship manifest and enables thè
school officials to locate and enroll
all alien children of school age who
arrive in their district. This was thè
second step taken by thè Bureau of
Education to faciitate thè education
of immigrants.

One of thè most recent activities
of this Bureau has been thè distribu-
tion of a poster in co-operation with
thè National Americanization Commit-
tee, of New York City. The poster en-
titled “America First,” is printed in
English and in seven of thè Principal
immigrants’ languages, as Bohemian,
German, Hungarian, Italian, Lithuan-
ian, Polish and Yiddish, inviting thè
foreigner to learn English and attend
night school, that te may be better
prepared to become a Citizen. The ad-
vantages of so doing are set forth in
following very appealing terms:

Sample posters, together with let-
ters stating that additional posters
would be supplied upon request, were
sent to all city and county superin-
tendents of school, to thè Principal
post offices, and to Industries where
large number of foreigners were em-
ployed-
The respònso to thè ‘America First”
idea was tremendous, and olthough
85,000 posters bave been sent out to
date, it has been necessary to order
an additional 50,000 to meet thè in-
coming requests. As a result of thè
•wide distribution of thè posters, many
interesting letters bave been received,
some written in thè native languages
of thè immigrants, asking how they
mights acquire a knowledge of thè
English language and might become
citizens of thè United States. Most
letters of this type carne from small
rural communities, where thè main-
tenance of evening classes would be
impossible. To extend some assistance
to foreigners so situated, a series of
correspondence lessons is now in thè
course of preparation. These lessons
will first be published in English, and
later translations into thè foreign lan-
guages may be added. A series of pay
envelope lessons for distribution by
industries employing large numbers
of foreigners in remote communities
is also being prepared.

The Department of thè Interior,
through thè Bureau of Education, has
been engaged for over a year and a
half in a study of thè facilities pro-
vided for thè education of immigrants.
The first step was a study of thè Unit-
ed States Census for 1910, which re-
veals thè astonishing fact that there
were 2,953,011 foreign-born whites, ten
years of age and over, unable to speak
thè English language, and 1,650,361
unable to read and write in any lan-
guage. Although 2,565,612 foreign-born
whites, twenty-one of age and over,
were unable to speak our language,
and 1,546,535 were illetterate, only
35,614 of thè same ages attended
school.

The co-operation of foreigners’ so-
cieties is sought by thè Bureau in car-
rying through this great program for
thè benefit of foreign-born people re-
siding in this country. Such co-opera-
tion is valuable in getting foreigners
into thè evening schools, in securing
an extension of facilities, and in keep-
ing up attendance. But thè most value-
able results will he thè promotion of
a feeling of good-will between Amer-
ican and foreign-born, and better pre-
paration for thè duties of American
citizenship.
Nation, State and City Program.
Part of thè work of this Division
has been to set standards in methods
of instruction, in subject-matter, and
in classification of pupils. A program
for nation, state, and city has been
out- lined, which will be briefly re-
viewed to show thè wide interest of
thè Bureatì of Education in develop-
ing proper educational facilities for
thè foreign-born.
The national program covers an in-
vestigation into thè conditions of im-
migrant education throughout thè
country, covering legislation, organiz-
ation, administration, instruction and
extension features, and comprehends
both public and private agencies. It
also includes co-operation with state
and locai school officials in establish-
ing standards, improving methods and
courses, and in disseminating inform-
ation. Bulletins and news letters, con-
taining suggestions and -advice to
school officials, principals, teachers,
and interested individuals, are pub-
lished from time to time.
The state program, as outlined, ur-
ges legislation to provide facilities for
thè education of immigrants, such as
schools in labor camp located some
distance from a city or town; after-
noon classes to reach thè non-English-
speaking employees working on night
shifts, and thus prevented from at-
tending thè regular evening classes;
traveling libraries, with books in fore-
ign languages and books in English
suitable for foreigners, to be located
in evening schools whose foreigners
attend.
In States where non-English-speak-
ing and illeterate persons, between thè
ages of fourteen and sixteen years, are
not required by law to attend school,
such laws should be amended to make
attendance upon some approved school
mandatory, for a prescribed period.
Labor laws should be amended to pro-
hibited thè employment of minors who
fail to complay with thè compulsory
attendance laws.
In most cities were evening classes
in English and civics for foreigners
are maintained, thè school terms end
àbout a middle of March, at thè time
when immigration is heaviest, and thè
newcomber’s ambition to acquaint him
self with our language and customs
is strong and impelling. To get thè
foreigner into school when his desire
to become familiar with America is
strong, all large cities should main-
train evening class throughout thè day
school term, and in smaller
classes should be maintained
reasonable period of time,
twenty or more illiterate minors af-
fected by compulsory attendance laws
apply for instruction. State aid should
he granted to city or school districts
which are compelled, through thè
operation of compulsory attendance
laws, to maintain evening classes.
In cities with a large foreign popul-
ation, thè whole problem of immigrant
education should be under a super-
visor, appointed by thè superintendent
of education, with power to estblish
standards ili courses, subject- matter,
and methods of instruction, and in
classification of pupils.
Teachers of English for foreigners
should be required to bave a know-
ledge of thè native traits and langu-
age difficulties of thè pupils, and to
have experience in day school work,
but thè same teachers should not be
bermitted to teach in both
evening schools. Teachers’
courses, for thè purpose of
trating thè best methods of
English and citizenship, and
blishing standards in subject-matter
and methods of training, should be
established.
A similar arrangement has been
tried' out in several instances with
satisfactory results. Employers have
found that thè gains in efficiency and
saving in accidents and supervision,
by extending educational opportuni-
ties to their employees, more than
make up for time spent in classes.
