4APAN OPPOSES
DISCUSSION OF FAT
EASTERN QUESTIONJudge Rufus "Hardy, in answer to
request from some of his constitu.
enls to vote for a tariff on crude oil,,
replied as follows*.
House of Representatives U. 3.,
Washington. D. ('. July 4, 1»?1. Mexia
Chamber of Commerce 4nd Others,
Mexia, Texas. Gentlemen:
Your telegram of the 3rd received.
I regret very much that I cannot see
ply way clear to favoring a protec.
tiv»4u ty or placing any tariff what-
ever on crude oil, which is one of the
essentials and necessities of our com.
mereial and everyday life.
I have always opposed any effurt
the-.to keep out imports of natural* pro.
duets, the supply of which in our own
country i«.41mited and is liable to be
exhausted. For thixjcason I strongs
ly opposed a duty on lumber, and it
seems to me the reasofTK for opposing
a duty on oil are just as strong Tho
fact is that our government is en-
deavoring to conserve our oil supplies,
especially for the future use of tho
Navy.
1 nin interested in oil somewhat
myself, and I hope to be more inter,
exted. but I can not for that leaxon
seek to impose n duty _pn oil which
would be a burden to all the peo-
ple of the country who do not hap-
pen to have oil interests. Any dti.
sen whose good fortune it is to own
lands on which is found oil, or to be
interested in oil wells, which may
prifduce n fortune In a short time,
ought, I think, ba con
asking aid from the government to
boost his prices; and if tariff does
not boost his prices then the oil pro-
ducer will not be briwfited by in:
posing it.
Moreover, much as It has been dis.
cussed, th operation of a tariff is
stilt very little understood by our
people generally. The great oil re-
fineries and the Standard Oil Com-
pnny, and other great oil companies
are also great exporters, and what-
ever duty we may put upon oil these
refiners and exporters can and do
evade it lev getting n draw back
from Treasury of all the duty they
pay on imported oil, when they ex-
