Bush responds to influx
of missing children
WASHINGTON —President
Bush, responding to highly publi-
cized kidnappings of children, will
convene a White House confer-
ence this fall on missing, exploit-
ed and runaway youths.
Aides said he plans to
announce the Sept. 24 confer-
ence Tuesday while releasing a
glossy 12-page guide for worried
parents. The "Personal Safety for
Children" booklet offers easy-to-
read tips for parents and children
alike.
The daylong conference at
George Washington University in
Washington will bring together pol-
icy makers, experts, community
leaders, teachers and police offi-
cials to share ideas about how to
prevent the victimization of chil-
dren. ‘
NYC makes plans for
attack anniversary
NEW YORK —The city is plan-
ning a solemn ceremony at
ground zero and tribute concerts
in all five boroughs to mark the
oneyear anniversary of the Sept.
11 terrorist attack on the World
Trade Center.
Plans call for a nondenomina-
tional service the morning of the
event, and organizers are consid-
ering a 102-minute ceremony to
mirror the time between the
attack on the trade center’s north
tower and its collapse.
Plans were to be announced
Tuesday by Mayor Michael
Bloomberg and Gov. George
Pataki, but people familiar with
the details spoke to The
Associated Press on condition of
anonymity. The plans were still
being completed Monday, the
sources said, and were subject to
change.
BAYTOWN — A safety fea-
ture at ExxonMobil’s Baytown
Olefins Plant sent out a larger-
than-normal plume of burning
gasses Monday, but a company
spokesman said there was no
threat to the community, work-
ers at the plant or the environ-
ment.
“We did have an operating
upset that caused the compres-
sor to trip,” said Brian Dunphy,
Baytown area public affairs
manager. “We don’t envision
any environmental or health
impact to the community.”
The plant experienced a
“compressor trip on one of its
processed gas compressors,
which caused it to relieve gasses
to its safety flare,” according to
the company’s emergency infor-
mation line.
The flare is part of a safety
system designed to handle the
gasses that are a part of the
refining process, Dunphy .said.
Dunphy said that more large
flares could result as plant per-
sonnel “systematically bring
those units back up to frill oper-
ating capacity.”
“We may have sporadic flar-
ing as we bring that unit back
up,” Dunphy said. “We apolo-
gize for any inconvenience it
may cause local residents.”
Plant personnel are investigat-
ing the cause of the release, and
the message will be updated
when more information sur-
faces. The emeigency informa-
