Rodriguez said a Russian decision may
not be forthcoming until the end of March.
Russia agreed in December to lower its
oil exports by 150,000 barrels a day dur-
ing the first quarter. The move was part of
a pledge by nonOPEC producers to cut
output by 500,000 barrels a day and
prompted OPEC to lower its own output
-Quotas by 1.5 milhon barrelsa Jay begin-
ning in January.
Rodriguez said OPEC probably will keep
its current production unchanged through
the first half of the year.
OPEC President Rilwanu Lukman said
in Moscow on Monday that OPEC mem-
bers have made 80 percent of the cuts
they promised.
April heating oil futures fell .42 cents
to close at 58.45 cents a gallon, while
the April gasoline futures climbed .11
cent to close at 70.71 cents a barrel.
Natural gas futures rose 12.9 cents to
close at $2,488 per 1,000 cubic feet.
Front-month April Brent rose 5 cents to
close at $21.94 a barrel on the
International Petroleum Exchange.

A Russian government statement
released Monday after a meeting between
OPEC SecretaryCeneral Ali Rodriguez and
Russian Prime Minister Mikhail Kasyanov
said Russia wants “stable and just oil
prices for both producers and consumers"
but did not say when it would announce its
secondquarter export policy.
Rodriguez had raised hopes of an exten-
sion on Friday when he said he expected
Russia to continue with its export cut into
the second quarter. But on Monday,
NEW YORK (AP) — Crude oil futures at
the New York Mercantile Exchange ended
a tad higher Monday, as traders squared
positions after last week's sharp increas-
es in prices.
Front-month April crude oil futures
ended up 5 cents to close at $22.45 a
barrel after setting a four-month intraday
highbf $22.80 a barrel during trading-
Friday.

—Platinum futures at the New York
Mercantile Exchange closed at seven-
month highs Monday, but most market
watchers are convinced recent gains
reflect speculative interest rather than a
change in supply and demand fundamen-
tals.
The benchmark April contract burst
through key techriicaFfesistance at
$500, peaking at $514.50 and recover-
ing from a dip to settle at $512 a troy

not seen in months, investors
bid stocks sharply higher
Monday with a broad advance
that propelled the Dow Jones
industrials up more than 200
points for a second straight ses-
sion.
The rally reflected a growing
consensus among investors that
an economic recovery is begin-
ning. Blue chip and technology
stocks soared despite an earn-
ings warning from tech bell-
wether Oracle.
But analysts remained cau-
tious.
Today there s no denying
that the sentiment in the market
is that a recovery is at hand, and
that investors are willing to put
money to work," said Charles
White, portfolio manager at
Avatar Associates. "The danger
is that... we re not as strong as
people believe.”
The Dow closed up 217.96,

Supreme Court
upholds electricity
competition rules
WASHINGTON (AP) - The
Supreme Court gave a boost to
electricity competition Monday
by upholding a federal require-
ment that utilities must open
transmission lines to other mar-
keters so consumers may
choose their power suppliers.
At the same time, the court
rejected an argument brought by
Enron Corp., a major power
marketer before its collapse into
bankruptcy, that electricity grids
should be opened even wider to
give less discretion to state reg-
ulators.
Momentum toward electricity
competition has been stalled in
recent months, largely because
of problems with California’s
power markets a year ago and
the recent debacle at Enron that
included allegations the compa-
ny manipulated wholesale elec-
tricity markets.
