Crude prices flat
on thin news supply
NEW YORK (AP) — Crude-futures prices
settled nearly flat with the prior session
Tuesday, as the market appeared comfort-
able with its assessment of sufficient
petroleum supplies amid little fresh news.
"The market's so thin that if someone
came in with 500-lot or 1,000-lot order,
it’d move the market 50 cents," said Kyle
Cooper, an analyst for Citigroup in
Houston.
Light, sweet crude futures on the
20 cents at $27.16 a barrel.
U.S. commercial crude supplies for the
week ended Oct. 31 are forecast to
remain near the fiveyear average for this
time of year, keeping oil prices under
pressure, analysts say.
Energy analysts expect inventory
reports Wednesday morning to show U.S.
whether OPEC members followed through
on their earlier decision to begin slashing
output by 3.5 percent beginning Saturday.
Reports of OPEC's.compliance typically
lag by about a month,
“I don’t think they’ll get a reduction of
anywhere over 500,000 barrels from the
OPEC-1O countries, and that’s probably
being generous," Cooper said. "But until
the market actually sees that, cuts pro-
vide the bulls with ammunition.”
After the last meeting of ministers in
late September, OPEC stemmed an oil
price decline when it announced an unex-

pected cut of 900,000 barrels to 24.5
million barrels. Now prices are sliding
again, and recent comments from OPEC
ministers show the group is reluctant to
rule out an additional production cut.
If OPEC’s latest cut doesn’t fully materi-
alize, that could add clout to the argu-
ment that, soft as crude prices are, they
may be gamering some artificial support
from talk of a cut, Cooper said.
"Watch what OPEC does, not what they
say,” he said. "That’s the difference
between a market statement and true
physical flows.”

Nymex for December delivery settled at

BAYTOWN - The Urban
Rehabilitation Standards
Review Board 1 considered
actions concerning eight area
structures Monday.
The board voted to demolish
two buildings, finish repairs on
three, postpone decisions on
two structures and granted a
permit extension for one build-
ing owner.
Board members voted to
demolish a mobile home at
3002 Bay Oaks Harbor. An
electrical meter has been miss-
ing from the 1972 home since
2000. Graffiti was painted on
the walls, floor coverings were
missing and wasps were taking
over the area.
An order to demolish a com-
mercial building at 101
Highway Blvd, was also
approved. The structure will be
removed between Nov. 14 and
