RAY ONI Y IS
on tax relief
Congressman Charlie Stenholm
today urged his colleagues to sup-
port tax relief in the context of a
fiscally responsible budget. Dur-
ing consideration of tax cut legisla-
tion by the House of Representa-
tives, Congressman Stenholm of-
fered a Motion to return the pro-
posed tax cut to the Committee on
Ways and Means until a compre-
hensive budget which protects So-
cial Security and Medicare and pays
down the national debt has been
approved.
The Motion failed and, instead,
the House of Representatives ap-
proved legislation, which the Sen-
ate has indicated that they will not
act upon.
“No family would make a ma-
jor financial decision such as buy-
ing a new home without first sitting
down and working out a budget to
figure out whether they will be able
to afford the mortgage and still
meet household expenses and leave
flexibility to deal with family emer-
gencies in the future,” noted
Stenholm. “We ought to follow
that common sense approach for
the nation’s budget by agreeing on
a budget before we consider tax
cuts.”
Last week, President Bush sub-
mitted a budget blueprint to Con-
gress outlining how he proposes to
fit his tax and spending priorities
into an overall budget framework.
This proposal is the first step in the
budget process.
Congress has the responsibility
of developing a budget resolution
which includes not only tax cuts
but also funding forpaying down
our national debt, national defense,
health care, agriculture, and educa-
tion.
“There is almost universal
agreement that we will have a tax
cut. And I personally intend to vote
for the biggest tax cut possible
within a responsible budget plan,”
