Summary of the Most Important Hap-
penings In the Land of the Kaiser—
.Timely Items for the German
Readers.
The government of Saxony, Ger-
many, has decided to take over com-
plete control of the generation and
distribution of electricity in the state.
Coal fields and one big generating sta-
tion have already been acquired, and
the Saxon Landtag has voted
eral million dollars for further
lays. Eventually it is expected
the whole electrical supply in
kingdom will be taken from the state
system so that the government will
be able to fix the lowest possible
charges. At the same time the gov-
ernment has no intention of prevent-
ing local public bodies or private cor-
porations and individuals from pro-
ducing their own electrical power.
As a beginning, the government has
purchased for $125,000 the steam gen-
erating station at Hirschfelde, on the
River Neisse, belonging to a Berlin
company. This station has already
a capacity of 25,000 kilowatts and the
plant is quite new. Moreover, it is
close to one of the coal fields bought
by the state. Later the government
will erect new works near the west-
ern coal fields, where there are al-
ready stations with which negotia-
tions are now going on to arrange the
necessary co-operation. A new de-
partment of the government, to be
called the “direction of the state elec-
tricity works,” will be established to
manage the scheme. It will include
the technical adviser of the ministry
of finance as director and two other
engineers.
As one means of bringing about,
much-needed reforms in conditions
prevailing among petty officeholders
and officials in Germany—those who
hold such positions as postal and tele-
graph employees—the “Union of Ger-
man Official Associations” is calling
especial attention to the extraordi-
nary “child-poverty” in German offi-
cialdom. This poverty Is largely due,
it Is declared, to the long training pe-
riods now necessary, which make it
all but impossible for officials to mar-
ry until they are in their late twen-
ties or even thirty years old. In con-
sequence officials have smaller fami-
lies than almost any other branch of
employees in Germany. In their
ranks, it is found, the lower officials
have an average of 2.4 children per
family; the middle officials but 1.8
children and the higher officials only

war is to increase rather than dimin-
ish the number of petty officials in
Germany, for it is the ambition of a
great number of wounded men unfit-
ted for their old occupations to settle
down in some little position1 which
gives him the prestige of a little title _
and the right to call himself a “Beam-
ter.” The fuller the ranks get, the
greater, of course, is the tendency
for salaries to drop.
The reconstruction of the destroyed
cities and towns of Belgium will be
directed by an" advisory board com-
posed of a number of the foren;ost
architects and engineers in Germany.
This plan was proposed to the gov-
ernment some time ago by the So-
ciety of Architects and Building Engi-
neers and has now been sanctioned by
General von Bissing, governor gen-
eral of Belgium. The governor gen-
eral appointed members of the board,
Dr. J. Duelfer of Dresden, Prof. Dr.
A. R. Frentzen of Aachen, Prof. Dr,
Graessel of Munchen and Dr. W. Sa-
ran and Dr. S. Stuebben of Berlin.
They will serve without pay and some
of them will pay their own traveling
expenses. Their only aim Is to make
the historic Belgian towns more beau-
tiful than they were before the war.

war exhibition held in Hamburg late
in May was an exhibit called “The
Gold Booty from the Moewe,” the Ger-
man commerce raider. Three of the
14 original cases in which the gold
was taken from the British steamship,
Appam, was packed, were displayed,
the cases being filled with imitation
gold bars.
