Texas oil regulators approve
emergency expenditure
AUSTIN (AP) —r Texas energy regulators, trying
to cope with the biggest oil boom in decades,
dipped into an environmental cleanup account
Tuesday so they can whittle down a backlog of well
permit requests and expand drilling.
The Texas Railroad Commission voted unani-
mously to tap up to $750,000 from the Oil Field
Cleanup Fund, an account normally used to plug
abandoned wells and remediate contaminated
drilling sites. The money in the account comes
largely from industry permit fees.
"We are in extraordinary times and they demand
some extraordinary measures," said Commissioner
Victor Carrillo, a member of the three-member
panel.

asked lawmakers on Tuesday for fast federal money
for hurricane recovery and a minimum of bureau-
cratic red tape.
Texas is looking at $ 11.4 billion in damages from
Ike, including $16 million in damages to Houston,
Lt. Gov. David Dewhurst said. Devastation in
Galveston is another $2 billion, that city's mayor
said.
Louisiana is facing $1 billion in damages from
Ike and Gustav, Lt. Gov. Mitch Landrieu said. New
Orleans Mayor Ray Nagin said in prepared testimo-
ny that the $40 million cost of evacuating his city

Council was asked to call a
Charter amendment election to
permit consolidation of Goose
Creek and Pelly under a district
plan, giving Pelly two represen-
tatives on Council.
In 1950, the Baytown area’s
$3 million rice crop was pouring
into mills. The yield was high as
the harvest hit its stride.
In 1975, targeted for comple-
tion in February 1978, the new
100,000-square-foot Woodcreek
Center under construction at the
intersection of Park and Garth
roads was one of several indica-
tions that the Baytown business
community was on the rise.
In 1990, Bank One, Texas NA,
acquired the Texas holdings of
Empire Federal Savings Bank of
America, including its branches
bn Alexander Drive in Baytown
and on North Main in Crosby.
In 2000, plans for the annual
Christmas Festival on Texas
Avenue were under way. It
would be Dec. 2 with music,
entertainment and Christmas
shopping in an area that extends
from the oak tree at Felton Street
and Texas Avenue to the inter-
section of Texas and Commerce
streets.
