High-Pitched Hum Publishing,
which details Kamille’s first
birthday, which fell just as
Hurricane Rita was attacking
the Gulf Coast. Indeed, it was
memorable.

“That’s the latest informa-
tion that we have,” Vola said
Monday afternoon.
When planning for a storm,
the emergency management
team “bumps it up one level,”
Vola said.
Tropical Storm Edouard is
expected to strengthen into a
Category 1 Hurricane, so
emergency management offi-
cials are preparing for a
Category 2.
“We don’t anticipate that
we’ll get a Category 2 storm.
But we would much rather
plan for that and be pleasantly
surprised when it doesn’t hap-
pen,” Vola said.
A tropical storm becomes a
hurricane when center winds
reach 74 miles per hour.
Hurricanes become a
Category 2 when winds reach
about 96 miles per hour.
Tropical Storm Edouard is
expected to hit between
Galveston and Freeport,
Tuesday morning.
Since the storm began trav-
eling this way, emergency
management teams have been
involved in city, county and
statewide efforts to prepare
for the storm and prepare for
the aftermath of the storm,
Vola said.
As of Monday afternoon,
the City of Baytown was not
advising residents to pack up
their things and hit the road.
“We’re not telling anybody
they have to leave,” Vola said.
“There are no mandatory
evacuations.”
However, some residents
might want to consider relo-
cating.
Vola said residents who live
in mobile homes and manu-
factured homes that were
built prior to the 1994
upgrades are encouraged to
find someplace safer to
weather the storm.
“If their home was built
before 1994, they need to
consider moving to site-built
structure or going and staying
with family are friends,” Vola
said. “Those homes are not
built to withstand hurricane
force winds.”
