Highest wage states are in the
East, lowest in the South
WASHINGTON -- Americans have been
migrating south and west for decades, but it
appears they’ve been leaving,some high-paying
jobs behind.
While there are many pockets of Wealth in the
South and West, the states with the highest wage
earners line the East Coast, according to Census .
data released Tuesday.
Connecticut, with a median household income
of $56,409, supplanted New Jersey as the coun-
try’s highest wage state in 2003, the most recent
year available. New Jersey slid to second, at
$56,356, followed by Maryland, Massachusetts
and New Hampshire.
Mississippi had the -lowest median income, at
$32,397. West Virginia, Arkansas, Louisiana and
Montana rounded out the bottom five.

Bush said Tuesday that-iiUyould be
a terrible mistake" to’ pull U.S. 'forces WM
out of Iraq and that politics should
not play any part in a decision about
■withdrawal.
“We will make decisions about
troops levels based upon the capabil-
ity of the Iraqis to take the fight to
the enemy,” Bush said in El Paso,
Texas. “I will make decisions on the
level of troops based upon the rec-
ommendations of commanders on
the ground.”
The argument against withdrawal
was echoed in Washington by
Defense Secretary .Donald H.
Rumsfeld, who said quitting the war
would allow insurgents to prevail
and put the United States “at still,
greater risk.” :
“Quitting is not an exit strategy,”
Rumsfeld said at a Pentagon news
conference.
Rumsfeld made clear that the time'
has arrived to wean the Iraqis of
their dependence on American sup-
port for security.

Basse said about the program.
"Things are more expensive
and the government split it up
and adjusted it for the cost of
■ living.” '
A person who signs up for a
nationally approved plan
should be fine no matter
where they live in the Unites
States, but for those who buy a
Texas plan, the state ofTexas
is its own Medicare region,
moving out of the state could
require the member to sign up
for a new plan.
A major concern Basse
expressed was seniors getting
scammed by aggressive sales-
men. The deadline to sign up
for the Medicare prescription
drug plan in 2006 is May 15,
and Basse said salesmen who
set up outside local pharma-
cies might hot be offering the
best deal. She said their
motive could be to make a fast
■ sale instead of the proper sale
because the rapidly approach-
ing deadline.
Basse said premiums are set
for this year, but there is no
telling what they will do next
year because this is the first

how much the program costs
t|ie federal government,” Basse
said.
Basse said the main point is
to be informed before making
a decision.
Basse started her presenta-
tion with an interesting per-
spective of the original motive
for starting Medicare.
“Why do you think they
picked 65 as the (eligibility)
age when LBJ signed into law
in 1965?” Basse asked, “It was
because that was the end of
life expectancy.”
Basse said many of the
problems with Medicare fund-
ing are caused by the extended
life expectancy. With people
living longer, it. is harder for
the system to offer the same
quality of coverage to a grow-
ing number of members. Basse
said the program was not orig-
inally planned to serve as
■long-term health care for
seniors.
"Medicare was designed so
the family of the deceased per-
son was not left in debt,”
Basse: said, .“Forty years later
they are finally moving
Medicare into modern times.”

Rumsfeld said the president would
outline in detail his plans for helping
the Iraqis take control of their own
country.

should stick to it,” RumsfiJjhtfid.
