The Municipal Development District took care
of its half of an agreement with the City of
Baytown this week to improve the roads at the
Baytown Nature Center anti the parking lots at
Roseland Park and Central Little League Park.
"This is a great example where an idea by a
board member changes the way we look at some-
thing," board member Dori Murray said.

U.S, Rep. Ron Paul, who repre-
sents Chambers County in
Washington, sent two letters on
Friday to the acting director of
FEMA. outlining inequities he said
must be addressed before Americans
will again have confidence in their
nation’s emergency management
agency.
Paul called Chambers County resi-
dents by name when asking acting
FEMA director David Paulison to
reimburse residents’ eligible evacua-
. tion costs.
“While ray staff has been told in
the past that evacuation costs are
‘not generally reim-
bursable,’ I have been
informed that eligible

PAUL depce because of
infrastructural prob-
lems, an inability to pass through
adjoining areas due to travel restric-
tions or utility outages,” Paul wrote.
Paul then goes on to say each of
the criteria apply to Chambers . ■
County residents, citing roadblocks
to the north and east of the county
and downed trees and power lines
that blocked roads all over the coun-
ty. including a closure of the inter-
section of Interstate 10 and Highway
146.
Paul also points to utility outages
as long as 14 days and-a request
- from County Judge Jimmy Sylvia
that residents stay out of the county
m the days following the storm
because of a lack of essential ser-
vices including fire,.EMS food,
water, medicine and supplies.
Under FEMA guidelines, “eligible
evacuation costs” include lodging
but not food or gas.
In a separate letter. Paul called it a
“terrible mistake” that first respon-
ders were not being given special
consideration when applying for the
agericy’s expedited assistance pro-
gram, which,Chambers County offi-
cials Have Said: is inconsistently
■ ■ awarded and FEMA officials have
admitted was. not well-explained to
the public.
Paul said FEMA should retool its
registration process in order to
extend more assistance to f irst
responders. ■
"Proper consideration can be given
by adding a question designed to
identify individuals who fit in these
categories, and then giving such
individuals special consideration
. with regard to eligibility for assis-
tance programs.” Paul wrote.

Lee’s Jarvis Moore attempts to break the tackle of Sterling’s Jordan Wooddell in the 39th Battle of Baytown Friday -
REL knocks off Sterling for only win of the season
BY DOYLE BARLOW

BAYTOWN —- After 48 minutes of butting heads and
exchanging leads, the 39th playing of “The Game"
boiled down to what most football games do - ?
turnovers.
Two. crucial fumbles in the second half led to 14
Gander points, as Lee came away with a hard-fought 28-.
17 victory over Sterling in the annual Battle of .Baytown.
The victory allowed REL to avoid going winless on the
season, as the Ganders ended with a mark of 1-7, 1-3 in
District 22-5A. The Rangers, meanwhile, ended their
year with a mark of 2-6, 0-4 in the district.
The 11-point win also extended REL’s current winning
streak over the Rangers to six games, while giving them
a 23-14-2 edge in the series.
There was also one scary moment late in the game,
when RSS quarterback Thomas Minyard was knocked
unconscious after being hit while scrambling. Minyard
was taken from the field by ambulance but did have
movement when he left.
“He’s OK, He’ll be fine. It was just precautionary,”
RSS head coach Herb-Minyard, Thomas’s father, said.
Sterling turned the ball over three times on the night,
leading to two Gander touchdowns, while REL coughed
the ball up twice, leading to one TD by the Rangers. But
it was the timing of Sterling’s giveaways that broke the
Rangers’backs.
Leading 17-14, Sterling’s Stephen Guillory was
RSS 23. Five plays later, REL took the lead when Jarvis whitman’s catch set up the Rangers’ first touchdown

the parks department to work with MDD to'

The project was somewhat controversial when it-
