THE FACTS: Not true or even close. The U.S. Census
finds that the black homeownership rate peaked during
2004. when 49.7 percent of black households owned
homes. This year. 42.7 percent in the first quarter. 42.3
percent in the second and 42 percent in the third. That's
an uptick from last year but far from a record. Quarterly
rates this year for the total U.S. population: 63.6 percent,
63.7 percent and 63.9 percent.

THE FACTS: Trump’s first-year legislative record
pales next to that of a variety of presidents (Franklin
Roosevelt, with his New Deal, signed 14 historic laws in

ing the current wave of sexual harassment claims seriously.
Capitol Hill’s culture has long erred on the side of pro-
tecting lawmakers, but no more
Over the past 20 years, the federal Office of Compli-
ance has paid $17 million to settle 268 complaints filed by
congressional staffers. Those settlements were all sealed,
meaning the details of the allegations and which Congress
members were involved are held secret.
Texas Republican Blake Farenthold has owned up to
being one of the accused lawmakers. Farenthold has said
he will pay back the $84,000 in public money the Office
of Compliance paid to settle the case. The other targets of
complaints should follow Farenthold's lead and repay the
tax money that was spent to settle harassment charges.
Clearly, taxpay er money should not be spent to cover up
the improper behavior of public representatives.
In the realm of congressional misdeeds, this one is espe-
cially unsavory because it is so contemptuous of the people
who pay their salaries and send them to Washington to do
their business.
Fortunately, several bills have been introduced to address
this secret scam, including one banning the use of tax dol-
lars for sexual misconduct settlements, and also prohibit
nondisclosure agreements on settlements involving mem-
bers of Congress or their starts. It would reveal the officials
involved in prior secret settlements for sexual misconduct,
w ithout disclosing the names of the victims. And it would
require those officials to pay back the public money.
Obviously, taxpay ers should not be pay ing to settle these
cases just because the accused happens to be a member of
Congress.
Congress should not delay passing legislation to yank
back the shield of secrecy behind which these claims have
been handled
Whenever taxpayer dollars are spent, the public has a
right to know who's getting the moiwy and why.
If an elected official behaves badly, the consequences
to those actions are that person's responsibility — not the
taxpayers.
