Since the three candidates vying for the
District 3 city council seat failed to get the
required majority vote on Election Day,
the two candidates with the highest num-
ber of votes will be in a runoff election
scheduled for Dec. 10.
Charles Johnson and Spencer Carnes
are the two involved in the runoff election,
which will be held at the Mockingbird
Room at the Community Center, 2407
Market Street.
Early voting is from 8 a.m. to 4:30 p.m.
Nov. 30 to Dec. 2 and from 7 a.m. to 7
p.m. Dec. 6.
And then on Election Day, Dec. 10, vot-
ing will be from 7 a.m. to 7 p.m. at the
Mockingbird Room at the Community
( enter. The last day to receive a request
for a ballot by mail is Nov. 28.
Johnson and Carnes both hope to repre-
sent District 3, which includes Lakewood,
Craigmont, Ponderosa, Decker Terrace,
Lantern Park, Ginger Creek, Country
( lub Cove. Country Club Manor, Ken-
wood Estates, Eastpoint subdivisions and
the San Jacinto Mall.
Johnson, who is a Ross S. Sterling High
School graduate, is a technician at Targa
and is married with five kids.
I he 38-year-old candidate attended Lee
College after high school and then spent
time at the College of Biblical Studies
where he earned a bachelor’s degree in
leadership.
Because of Baytown's geographical
location, Johnson said he plans to focus
on Baytown’s waterways, highways and
streets specifically traffic and conges-

many retailers being open

and fighting over items
seems to have gone by the

While some stores, like
Best Buy, had campers
out front and lines out the
door, others, like Petsmart,
just had steady sales over
the weekend.
“We sold all of our big
ticket items, stayed rela-
tively busy, and exceeded
our expectations,” said
Ryan Seals, Petsmart man-
ager. “But we didn’t have
any crazy rush, so that was
nice.”
Shoppers shared similar
sentiments, noting that the
stores weren't as hectic as
expected.

overall development of Baytown as a
whole, and would encourage the continual
efforts by the city to offer recreational ac-
tivities for its citizens.
Carnes has been a resident of Baytown
since 1970 when he joined the Texas
Works start-up team for the United States
Steel Corporation as a management train-
ee. Progressing through various manage-
ment positions, he entered private prac-
tice as a licensed professional engineer in
1980.
In his time in Baytown, Carnes has
chaired the Planning and Zoning Com-
mission and the Citizen Steering Com-
mittee for the Baytown Unified Land De-
velopment Code. He is also a member of
the Baytown and West Chambers County
chambers of commerce and serves as state
director of the Bay Area Chapter of the
Texas Society of Professional Engineers.
Like Johnson, Carnes identified trans-
portation and public safety as two critical
issues facing the city but also believes
code enforcement is just as vital. He also
believes infrastructure is a top priority that
will keep growth and provide necessary
utilities.
Councilman Brandon Capetillo, who
will continue his position until the winner
of the runoff election is sworn in, is vacat-
ing the District 3 City Council seat. This
is not expected to happen until after Dec.
21 when the city will canvass the runoff'.

Edna Lee Jones
Wooster, 89, died on No-
vember 24, 2016, in Cor-
pus Christi, Texas, fol-
lowing a long illness.
Edna was bom August
1, 1927 to Walter Earl
Jones and Hazel Mathews
Jones at Idabel, Oklaho-
ma, the middle of three
sisters.
Edna moved to
Baytown, Texas with her
family during the Second
World War.
After graduating from
Robert E. Lee High
School, she married the
love of her life, Ralph
Ancil Wooster, on June 2,
1947.
They had one child,
Robert Allen Wooster.
Edna dedicated the ear-
ly years of her marriage
helping her husband se-
cure his Ph.D. from the
University of Texas, grad-
uating from Draughon’s
Business College in
Houston and working for
several banks, the state
legislature, and the Texas
Insurance Commission.
She typed Ralph’s dis-
sertation, using carbon
paper to produce the five
copies necessary for grad-
uation.
