B. F. HORN COMPANY GENERAL CONTRACTORS ABILENE, TEXAS S K l l l INTEGRITY iMarch 9, 953 Mr. Truett Latimer Representative Austin, Texas Dear Truett: Our school teachers are playing a great part in the building character and are doing a good job in educating our children. They have no collective bargaining union and should get a little raise now and then to help them get along. By defeating the Kilgore Bill and supporting Aiken Bill to raise their pay .600.00 per year will be a great help to keep our educational system the finest in the world. I have been in the construction business as long as I can remember and it seems to be the general opinion that work iens' compensation settlements are gravy trains from a multi-million dollar corporation. That is not so---the employer has to pay all losses in his rate experience. Now especially when so many people are going broke it would be a big help to economize on this unfortunate circumstance for everyone. Please do not misunderstand, I am not trying to cut down the amount of money the employee might receive from a claim but only the expense handling the claim, ie, the lawyers fee. These are public protection cases and no one is suppose to get a fat payment for doing what society expects. I know from experience that certain lawyers take advantage of the situation and contact prospects on the streets and sell them on the idea of suing somebody. This whole messy situation is going to blow up in somebody's face someday and the doctors involved as well as the lawyers will be extremely unhappy. The claims people of the insurance carriers in Texas and practically every employer could tell you some terrible stories about this whole rotten mess. Limiting the lawyers fee to 15% on compensation cases would be a good starter to help clean up Texas. One more thing that deserves our most careful consideration is the way these loan sharks are preying on our innocent citizens. This is the first time I have written to the state legislature and am writing to both my senator and representative but I feel like that I am entitled to pop off to the men I voted for. I feel like you are doing a good job and I am for you. Yours for a greater Texas, F . Horn
