Indigent Health Coordinator
Hudspeth County commissioners voted Tuesday (Dec.
13) to appoint County Administrator Guadalupe Kelly to serve as
coordinator of the county’s indigent health program, taking over
the position from Virginia Doyal. Doyal was sworn in as county
and district clerk earlier this month.
The indigent health program uses county tax revenue to
cover the healthcare expenses of low-income county residents and
currently serves more than 60 people.
The court voted to tighten the restrictions for participation
in the program. Previously, residents with incomes at 100 percent
of the federal poverty guidelines were eligible for the indigent
health program; the court voted to set the threshold at 75 percent
of those levels. Income for a four-person family would have to be
$16,726 or less for the family to be eligible for the program, while
a single person would have to have annual income of $8,167 or
less to qualify. Doyal said the change would impact only a small
handful of people currently enrolled in the program.
Citing concerns over costs, commissioners also voted not
to cover ambulance bills for participants in the health program.
Commissioners Discuss FEMA Flood Insurance
Hudspeth County commissioners Tuesday (Dec. 13)
spoke with a representative of the Federal Emergency Manage-
ment Agency, seeking to clarify the requirements and downsides
associated with the county’s continued participation in the National
Flood Insurance Program. The court took no action regarding
renewing the county’s participation.
The county initially opted into the program in the 1980s,
but FEMA officials recently notified the county that it needed to
renew its participation and begin to enforce provisions associ-
ated with the program. Based on her communications with FEMA
officials, County Judge Becky Dean-Walker understood that the
county would have to prohibit residents from building in flood
zones and sue those who had done so since the program began in
the 80s - if the county were to maintain access to federal assistance
in the event of a flood and for county residents to be able to acquire
flood insurance.
The picture that emerged from commissioners’ conversa-
tion with FEMA representative Glen Beard was far from clear.
Beard said that the county should “protect future buyers” of
property by prohibiting construction in flood zones, but suggested
that the county might not be prevented from participating in the
national program if it did not do so.
Roy Grant Gardiner of Farm Bureau Insurance told the
court that the county did not need to ban such construction, but
only to file a form called a 1316, indicated that the property owner
had been notified they were building in a flood zone and had
chosen to proceed anyways. He said property owners’ decision to
build in flood zones would not affect access to flood insurance for
those whose homes were not in flood zones. And he said that, if
the county renewed its participation in the program, it would not
need to file papers on property owners with existing construction in
flood zones, but only on a new construction.

• Deputy Clark responded to reports of a suspicious male walking near baseball field and thru
surrounding neighborhood. All ok, was stranded TT driver at Chuck Wagon attempting to gain
cell service.
• Deputy Clark responded to reports of an erratic TT driver on I-10 mm 121/W. Officer made
contact, all ok, spilled coffee.
• Deputies Gonzalez and Clark gave a courtesy ride to male transient from FH to VH Bus
Station.
• Deputy Burton came across loose cattle on FM-1111 near Gunsight Rnch. Owner contacted
and responded to secure livestock.
• Deputy Gonzalez responded to reports of suspicious vehicle on UPRR property just east of
Knox Ave in FH. Officer had negative contact with veh or any subjects in the area.
• Deputy Clark responded to reports of suspicious subject on I-10 mm 105/W “acting strange”.
All ok, was TT driver walking back & forth picking up blown tire debris and trying to find cell
signal.
• Deputies Clark and Carrasco responded to Lasca Rd RR Crossing for reports of an intoxicated
psngr needing to be removed from AMTRAK. SB EMS also responded and checked subject
at their own request. Subject refused medical transportation. Subject given courtesy ride to El
Paso Bus Station.

• Deputy Ramirez arrested a 30-yr w/m for poss of .01-lb methamphetamine after being
detained at SB B/P Checkpoint during a routine veh inspection. Subject also cited for poss of
paraphernalia.
• Deputy Burton arrested a w/m and a w/fin for public intoxication after being detained at B/P
Checkpoint on Hwy-62/180 during a routine veh inspection. Driver released after breathalyzer
indicated negative reading for alcohol.
• Deputy Baker and FH EMS responded to local FH res for reports of 8-yr male w/ seizures.
Patient transported to El Paso area hospital.
• Deputies Baker and Galvan responded to reports of a suspicious veh on I-10 mm 87/W
travelling w/ parking lights only. Officers made contact with subject, all ok, did not realize
lights were off.
• Hudspeth Co S.O./ SB B/P and DPS conducted a search and rescue after 9-1-1 call by 4
subject lost and out of water in the mountain area. Subjects located south of SB. SB & FH
EMS transported all subjects to VH Hsptl.
• Deputy Gonzalez responded to reported of a stranded motorist on I-10 mm79/W. Subject
contacted wrecker for assistance.

SB B/P Checkpoint during a routine veh inspection.
