Dear Editor:
On Monday, August 28,
2006, The Panola County
Commissioner’s Court took
an important step to help
assure the future security of
our groundwater. They
passed a resolution authoriz-
ing the County Judge or his
designee to ask the State leg-
islators representing this
County to introduce legisla-
tion authorizing the creation
of the Panola County
Groundwater Conservation
District.
The District is to be creat-
ed to: “(1) provide for the
protection, recharging, and
prevention of pollution and
waste of groundwater in the
Panola County area; (2) con-
trol subsidence caused by
the withdrawal of water
from the groundwater reser-
voirs in that area; and (3)
regulate the transport of
groundwater out of the
boundaries of the district.”
The next step will occur at
the next session of the Texas
Legislature which convenes
in January 2007. Legislation
will be introduced and pre-
sumably passed with no real
opposition. The legislation
calls for an election by the
citizens of Panola County to
authorize the creation of the
District which should occur
in 2007.
The Commissioner’s
Court will then appoint 9
temporary directors to serve
until permanent directors
can be elected.
The Commissioner’s
Court is wisely seeking spe-
cial legislation that is appli-
cable only to Panola County
so that the needs and desires
of the citizens of this County
can be addressed. I will in
the future go into more
detail as to the special provi-
sions being sought. This
method is preferred to the
forming of a District under
the current “one size fits all”
authorized by the Water
Code.
When you see Judge
Anderson and/or one of the
Commissioners, please
pause to tell them you appre-
ciate them taking steps to
protect our most valuable
resource-Water.
To the extent that you
have contacts with the State
Legislators, let them know
that you are interested in the
passage of this legislation
for our protection.

Dear Editor,
As the anniversary of
women’s-right to vote just
passed on August 26, we
draw attention to the effect
of tobacco-related diseases
on women. Tobacco adver-
tising has linked women’s
liberation with smoking and
connects thinness with ciga-
rettes. Among women, lung
cancer has surpassed breast
cancer as a leading killer of
women. Last year, the
Surgeon General released an
important report on the
health effects of smoking
recognizing the 40th
anniversary since the first
report was issued when only
men were identified as suf-
fering from tobacco-related
diseases. In those 40 years
researchers have found that
both men and women suffer
from tobacco-related dis-
eases.
It is not by accident that
tobacco use has increased to
the point of creating an epi-
demic among American
women. The tobacco compa-
nies have developed slick
advertising campaigns that
glamorize smoking. A recent
Federal Trade Commission
report on tobacco advertis-
ing revealed that advertising
expenditures have increased
by more than $2 billion
since 1998, for a grand total
annual expenditure of $8.24
billion. In our state, tobacco
companies have spent
$966.5 million in the last
year to advertise their deadly
and addictive products.
The Centers for Disease
Control and Prevention is
now providing a community
tool kit to help combat the
problem of tobacco use
among young girls and
women, Dispelling the
Myths about Smoking. This
is good news because tobac-
co use among young girls in
Texas has been on the
increase.
We may not have the
money that the tobacco com-
panies have, but we have
hearts that react to the pain
and suffering caused by
tobacco use. All of us must
work together to keep chil-
dren safe from tobacco use
and to help those who want
to quit their deadly addic-
tion. Our community retail-
ers have been doing an
excellent job of not selling
tobacco products to our chil-
dren.

1 wish to express my
appreciation for Brenda
Samford and the City
Council for listening to a
neighborhood's concerns
and then acting on those
concerns. The speed bumps
that have been installed on
University Drive are a suc-
cess! The traffic that has
been using a neighborhood
street for a short cut has
been drastically reduced.
Also the speed used by
automobiles going down
University has also been
reduced.
Thanks again to our City
Manager and City Council
for having a listening ear
and then responding.

Let me begin by compli-
menting The Panola
Watchman for continually
providing local news of
interest for the citizens of
Panola County. Twice a
week, I enjoy learning more
about the events and news of
our community, both good
and bad. Having a home-
town paper that reports the
news fairly and unbiased is a
treasure.
However, the sports sec-
tion in last Wednesday’s edi-
tion (August 30, 2006) con-
cerns me, from a reader’s
perspective. Instead of the
sports writer using the sports
page and the football pre-
view section to promote our
local high school athletic
program and its students, the
sports writer used the news-
paper to attack Carthage’s
athletic director. I thought
the aim of a newspaper was
to report the news, not inter-
ject the news with personal
opinion.
I am personally offended
that the athletic director
would be called “the God
Father,” that his scrimmages
would be called “covert
operations,” and that’ so
much would be made over
jersey numbers and sizes.
How sad it was to-see the
integrity of the Athletic
Director called into question
when a non-local magazine
made a mistake in reporting
the facts, and when other
teams refused to play
Carthage during the season.
The sports writer seemed
more intent on grinding a
personal axe than in report-
ing the news. It appeared
more effort went into high-
lighting last year’s playoff
■ loss as a negative, instead of
the reward of a well-played
season. Then, the sports
writer wrote a glowing arti-
cle about the former athletic
director, while making accu-
sations against the current
athletic director.
. In my telephone conver-
sation with publisher, Bill
Holder, my suggestion is
that the sports department
follow the lead of the other
newspaper departments by
reporting and writing the
news. The use of inflamma-

“Mrs. Panola County” will
become an ambassador from
the Panola County area and
will receive an official title
and sash.
The woman chosen as Mrs.
Texas will receive a prize
package valued at over
$11,000 and the opportunity
to represent Texas at the
“2007” Mrs. International
Pageant. The American Heart
Association and The United
Way are the official charities
of the Mrs. Texas Pageant.
The cunent reigning
“2006” Mrs. Texas is Suzy
Bootz of Canyon Lake, Texas.
As Mrs. Texas, Suzy speaks
on her platform “Saving Lives
Through Early Detection &
Awareness of Breast Cancer”.
Suzy lost her mother to breast
cancer after a long battle with
the disease. Her goal as Mrs.
Texas is to educate as many
women as she can about the
importance of early detection.
Suzy has partnered with the
Lois Caldwell Breast Cancer
Foundation as well as the
American Cancer Society to
promote the cause.
Mrs. Panola County con-
testants will compete in per-
sonal interview, fitness wear,
and evening gown. (There is
no talent or swimsuit compe-
tition!!!)
