The local District court is one
of 150 in Texas. Each fall the
judges of the 150 courts hold their
fall session of what is known as
the judicial section of the State
Bar of Texas.
A former county judge for four
years and a three-term county at-
torney, Judge Holland was ap-
pointed to the District judgship
by former Gov. Coke Stevenson in
1946, and has since been elected.

fathers pay up. Only one has
spent six months in jail for non-
payment.
During the first seven months
of this year Judge Holland has
presided over 129 non-jury and
19 jury cases in the three counties
of his jurisdiction.
These cases have lasted from 10
minutes to 10 days in court.
During this period the court col-
lected $21,370 from fathers in
support money. During this
period, too, 26 persons have been 1
sentenced to the state penitentiary
at Huntsville for from two years
to life.
- There are four court terms a
year, each one being for three
months. Jurors are chosen by a
jury commission of from three to
five persons, and a new jury com-
mission is named for each term j
of court. The ^commissions attempt ______ ________
to name jury candidates whom the Mrs. Jessie Whitecotton,

jurors.
Some persons exempt
Followers of several occupations
are exempt from jury service.
They are: Phamacists, telegraph-
ers. doctors, teachers, newspaper
publishers, lawyers, persons who
have passed their sixtieth birth-
day and women. Although ex-
empted from jury service, follow-
ers of the aforementioned profes-
sions can serve if they are called
and if they elect to serve. They
are exempted in most states be-
cause it is recognized that their
business is such that they cannot
be tied up with jury service with-
out injury to their business or
profession.
Clerk Barbee is charged with
properly caring for all records of
the court. He looks after all
filings, prepares transcripts for
appeals and otherwise handles all
of the book and clerical work in-
cident to operation of the court.
Court Stenographer Shields at-
tends all trials with Judge Hol-
land in the three counties. He
records every word that is spoken
from the time the case opens un-
til it ends. Such notes are kept

They have listened to conniving
and dickering, bickering and pro-
positioning. Through it all they
have observed the conduct of the
one person upon whose shoulders
rests the responsibility for deter-
mining right from wrong—the
judge. He alone has the final
word in that court—except in jury
cases.

bate courts to state supreme courts,
but we have never come across a
judge who so persistently pro-
tects children of broken homes as
Judge Holland protects them.
Judge Holland maintains a child
support payment plan which pro-
bably has no equal; at least, it
could not be improved.
Taking the position as all courts
do that a father is responsible for
the support of his children, Judge
Holland sees that such support is
forthcoming on payment dates—or
else. There are courts which
permit fathers to become delin-
quent in their payments for weeks
and months, even years, but not
Judge Holland.
Payments watched
Clerk Barbee keeps a record of
all support money payment dates.
Payments are made through the
clerk’s office, which in reality, is
through District court. If a
father fails to make a payment on
time Barbee notifies him and if
the father does not promptly re
spond with the payment Barbee
