onslaught.
■ight, at work or play, the individual’s basic rights of per-
■onal security and pursuit of happiness” are steadily di-
minishing. It is of particular interest that the bulletin
shows that arrests during 1961 of young people under 18
years of age were up four per cent above 1960. This group
represented 43 per cent of all arrests for such serious of-
fenses as murder, robbery, forcible rape, aggravated as-
sault, burglary, larceny and automobile theft.
The situation has become so bad, Mr. Hoover reports,
that even law enforcing has become a hazard. During last
year 71 officers were killed while in the line of duty and
37 of these were unnecessarily murdered by vicious crim-
inals. Twelve of those killers were either 21 years old, or
less than 21. Again, what is to be done? When we are
insulted or attacked by a foreign power, stealtily like Pearl
Harbor or by a severance of diplomatic relationships, we!
instantly become a united people determined to protect our- i
selves and our country.
But we cosily sit at home and watch our favorite tele-
vision programs, eat, sleep, work and play while crime, our
No. 1 domestic enemy, is attacking us on all sides. It’s a
Litter pill to swallow, but statistics show that Russia is far
shead of America insofar as crime is concerned. During
liis recent outdoor evangelistic services here, Melvin Munn,
Pampa layman, during a talk before the local Rotary club,
compared America’s high crime record with Russia’s low-
record and he added, “Sex crimes are hardly known
sia.” Such crimes have been steadily increasing
country for a number of years.
Mr. Hoover concluded his August bulletin with
nervation: “Progress in overcoming any social problem—
and crime is among the most urgent we face—can be ef-
fected only in proportion to awakened and well-informed
public opinion. Statistics conscientiously collected by law
enforcement officials across the country and compiled by the
FBI give an up-to-date, comprehensive account of the eco-
nomic and human waste directly attributable to criminal
activities. The nation’s news media have performed super-
ior public service in factually reporting the current shock-
yng crime picture to the people. Fully alerted to the stag-
gering toll of crime, community authorities and civic lead-
ers should lead the fight to halt the lawless hordes who
prey on society. No amount of rationalization can just-
ly place this responsibility on the shoulders of law enforce-
ment alone.” , , , ,.

ed to officers to keep them abreast with what is going
i in the criminal world and what is also going on in the
w enforcement world, but Mr. Hoover’s August bulletin

961, a record which Mr. Hoover calls a “massive ava-
\nche of crime,” which, he added, “is a shocking disgrace

Crime, Mr. Hoover said, reached an all-time high in
