AUSTIN. Feb. 12.—The fir«t de-
cisive action upon court reform was
taken yesterday when the Hou«e
passed to engrossment the bill re- ;
quiring charge* to be given before
argument and barring exception* af-
ter time of trial, the bill applying
to civil cases. The Vaughan resolu-
tion for an amendment to the Con-
stitution providing for a Supreme
court of fifteen member* wa* killed, i

bill, as previously reported in these
dispatches, and the bill as agreed
upon will likely pass the Senate In
the House, however, it will meet de s
termined opposlton. and the current
belief is that if any re-dlstricting
bill passes it will be one to abolish
all district lines and elect the full
eighteen at large.
Gov Colquitt yesterday signed |
the suspended sentence bill and it is I
now in effect. It is declared to be
the best law of Us kind in the Unit-
ed States.
The question of whether or not
the Governor ha8 the power to veto ;
a call for a Constitutional conven-
tion has been raised.
With but one dissenting vote, Mr.
Burmeister, the House committee
on Constitutional Amendments yes-
. rd ay favorably reported the Terrell
Han resolution for a Constitutional
uim ndment to levy a ;0c tax for th«
support of the higher state schools.
The amendment provides for di-
\orcement of the'A. M. from the
University, awards 40(1,000 acres of
the University land to .the A. & M.,

division as given had been unani
niously agreed upon by the boards

ed. President Mezzes of the Uni -

stitution enough, and President Pe

was satisfied with the college’s per-
centage.
