well informed quarters that General von
Hindenberg himself is in command of
a movement now being made into the
Russian-Baltic provinces. His design
appears to be to capture Libau, and
probably Riga, using these ports as a
base for harassing Russian communica-
tion with Petrograd. German troops
reported now nearing Libau will prob-
ably be attacked by hoth land and sea.
Russians already have been sent from
Kovon to resist this invasion. The Rus-
sians also have brought up troops to
