Burleson is a fast growing city. As a result of this growth, we have encountered growing pains in much the sam^
manner as a teenager who outgrows clothes in what seems to be a matter of days, who is sometimes awkward be-
cause of uncontrolled muscles but, because of constant striving, eventually matures into an adult
Rapid growth encourages creativity in people. This creativity does not always express itself in the same channel
and, because of this, disagreements between individuals may sometimes occur. We have had such a disagree-
ment in our city personnel in the recent past. This does not mean, however, that we should begin surgery to re-
move the disputing elements no more than we should attempt to sever an uncontrolled arm of a teenager just be-
cause it cannot always be controlled. Through constant exercise, full co-ordination may be achieved and the in-
dividual can become an outstanding athlete.
The City Council was asked to remove one of the city employees at its last Council meeting, an action which
would have met with the approval of many of those persons attending the special called meeting last Thursday
night. Our purpose as a Council is not to fire city personnel because of complaints by what could be a small mi-
nority. It is our job to try to place capable persons in places of responsibility and allow them to develop as lead-
ers of the City's many functions. r
We, as a Council, firmly believe that we have succeeded in doing this. Our present City Manager had come at
a very vital and critical time in the development of our city. Many changes have been requested under his lead-
ership. Some have met with Council approval, others have not. The major concern is, however, that the future
of Burleson is his concern and can be assured as an orderly, planned development, ready before the time of need
lhe Council has the utmost confidence in the ability of both Mr. Ward and Mr. Barns. It is not our desire to see
betteJ Burleson"’ the direction which would allow them to work co-operatively toward a
We feel that a comprom ise situation has been created and that both men are more than willing to make the
compromise work. Neither m a n will please all the people of Burleson all the time. This is a physical imposs-
bility. But, from the conversations which the Council has had with the two men in closed session, we feel that
here will be a real attempt to provide a co-operative attitude, not only with each other, but with as many Bur-
lesonites as possible. ?
Both men will continue in their respective jobs. Under the present organizational structure Mr Barns is a de-
partmenthead directly responsible to the City Manager. Points of contention, should any arise in the future will
be discussed between them and if unresolved, will be brought before the Council. We, as a Council have pledged
our support to the efforts of both men. This does not mean that we will be a rubber stamp for all recommenda-
tions, but that we will seek to support them when we feel it would benefit the growth of Burleson We sincerely
