which would allow the agency to
enforce federal hazardous mater-
ials standards for railroad in
Texas.

(District 10).
Oil discoveries included two in

incidents involving hazardous
materials in 1986.
“Our record in rail safety
enforcement is pretty good,”
Sharp said. “When we added
