tion of whether bonds of the
said District shall be issued;
making provision for the el-
ection to be held, ordering
other matters incident and
related to the calling and
holding of said election.
WHEREAS, the HUDSPETH
COUNTY WATER CONTROL
AND IMPROVEMENT DIS-
TRICT NUMBER 1 was here-
tofore established as a con-
servation and reclamation
district under the terms and
conditions of Article 16, Sec-
tion 59 of the Constitution
of Texas and Chapter 3A,
Title 128, V.A.T.C.S.,
and Chapter 299. Acts of the
56th Legislature, Regular
Session, 1959. The validity
of said District and the bonds
heretofore issued by tire said
District known as "HUDS-
PETH COUNTY WATER
CONTROL AND IMPROVE-
MENT DISTRICT NUMBER
1 BONDS", dated April 10,
1959, have heretofore been
adjudicated as valid in
Cause Number 115466 in tire
98th Judicial District Court,
Travis County, Texas, such
judgment having been en-
tered November 16, 1959;
and
WHEREAS, it has come to
pass that tire works, improve-
ments and facilities of the
District are not adequate to

funds are required to improve
and extend the waterworks
facilities of tire District, and
it is now proper for an elec-
tion to be ordered within the
boundaries of tire District to
determine whether bonds
shall be issued by it for the
purposes hereinafter specified;
and
WHEREAS, the preliminary
cost estimate of the Engineers'
(in summary) is as follows:
8:00 A. M. to 12:00 Noon, and
1:00 P. M. to 5:00 P. M.
each day that is not a Satur-
day, a Sunday, or official
State holiday, in accordance
with the provisions of Chapter
5, V.A.T. C.S., Election
Code.
SECTION 4: That said el-
ection shall be held under
and in accordance with the
provisions of the General
Election Laws of tire State
of Texas, as modified by the
provisions of Chapter 3A, Ti-
tle 128, V.A.T. C.S., and
Chapter 299, Acts of the
56th Legislature, Regular
Session, 1959.
SECTION 5: That the ball-
ots for the said election shall
be prepared in accordance
with the V. A, T. C. S. Electior.
Code so as to permit the el-’
ectors to vote "FOR" or
"AGAINST" the aforesaid
proposition which shall be set
forth in substantially the

Epsilon Iota had a surprise
"Come As You Are" party,
where coffee and donuts were
served at 7 a.m. at the home
of Mrs. Sammy Helmers . She
and Mrs. Jim Brown kidnapped
members and guests. It was
quite a sight to see all the
gals in gowns and bathrobes.
Members present were: Clau-
dine Carson, Bernice Elder,
Joe Honeycutt, Glendia Meek,
Vanorat Neely, Barbara Pra-
ther, Darlene Snyder. Shelia
Brown, Barbara Greer, Sandy
Peterson, and the guests;
Mrs. Rosco Daniels, Nirs., Bob
Bales, Mrs. Jake Demer, Mrs.
Dogie Wright, Mrs. Clovis Red-
dick, Mrs. Floyd Voetltz, Mrs.
Ken Sherman, Mrs. Richard
Smith, Mrs. Jack Jones. A
fine of 10<fc was charged to
each gal for each additional
item of clothing put on. Every
one had an enjoyable. time-
and pictures of the event -were
taken bv Darlene Snyder.
"THE ISSUANCE OF BONDS AND THE PLEDGE OF NET
REVENUES FOR THE PAYMENT THEREOF"
On such ballots, the word "FOR" and beneath it the word
"AGAINST" shall be made to appear on the left of the propo-
sition. A square shall be printed on the left of each of the words
"FOR" and "AGAINST" and each elector shall place an "X" in <
the square beside the statement indicating the way he wishes to
vote.
SECTION 6: All resident qualified electors of the District, in-
cluding those who own taxable property in said District and who
have duly rendered the same for taxation, shall be permitted to
vote at said election. At said election two separate ballot box-
es shall be provided at each polling place. In one box only re-
sident qualified electors who own taxable property and who
have duly rendered the same for taxation shall be allowed to
vote. In another box all resident qualified electors (who are oth-
erwise qualified but do not own taxable property which has been
duly rendered for taxation) shall be allowed to vote. The votes
cast in each of said boxes shall be recorded, returned and can-
vassed in such manner as will reflect separately the votes cast
by tiie qualified electors who own taxable property and who have
duly rendered the same for taxation from the votes cast by all
qualified electors (including those who own taxable property
and who have duly rendered the same for taxation).
SECTION 7: A substantial copy of this order shall serve as
proper notice of said election and the Secretary of this Board
shall cause notice of the election to be published once a week
for four consecutive weeks in a newspaper of general circulation
in Hudspeth County, the date of the first publication to be at ’
least twenty-eight (28) days before the date of such election.
PASSED AND APPROVED, this the 15th day of March, 1971.
"SHALL the Board of Directors of HUDSPETH COUNTY WA-
TER CONTROL AND IMPROVEMENT DISTRICT NUMBER 1,
Hudspeth County, Texas, be authorized to issue the bonds of
said District in the amount of TWO HUNDRED THOUSAND
DOLLARS ($200,000), maturing serially or otherwise, within
tiie discretion of the Board of Directors, not to exceed FORTY
(40) years from their date, for the purpose of paying the cost
of purchasing or constructing further or additional improvem-
ents to the District's Waterworks System; and shall such Board
be authorized to provide for the payment of the principal of
and interest on such bonds by pledging the income and incre-
ment which may grow out of the ownership and operation oi
the District's water system after deduction of the reasonable
cost of maintaining and operating such system, such bonds to
be sold at such price or prices and to bear interest at such rate
or rates as shall be determined within the discretion o! the
governing body of such District in accordance with the provi-
sions of Section 2 of Article 717k-2, V.A.T.C.S., provided
that no bond shall bear interest at a rate in excess oi ten per
centum per annum?"
SECTION 2: Tire said elec-
tion shall be held on election
day between the hours of
7:00 A. M. and 7:00 P. M.
SECTION 3: That said elec-
tion shall be held at the Dis-,
trict Court Room, Hudspeth
County Courthouse, Sierra
Blanca, Texas, within the
boundaries of said District,
and the following named per-
sons are appointed officers
of said election:
